In April 2019 Khalifa Haftar’s LNA launched an offensive on Tripoli. UN and independent reporting documented UAE military support as a principal external backer.
Context
He was already the UAE security principal. UN Panel of Experts and wires reported weapons and air support. Allegation in a panel is not a completed judgment. He did not sit in the UN committee.
Yemen 2015 is a different theatre. Sudan 2024 panel reporting is a later Africa file.
The president of the United Arab Emirates is elected by the Federal Supreme Council of the seven emirates and is, in this case, also Ruler of Abu Dhabi and supreme commander of the armed forces. He does not write UNFCCC consensus texts by himself, IAEA operating licences, Israeli Knesset statutes, or UN panel reports.
Why it matters
The path is humanitarian access and political polarisation: documented support for a war on Tripoli is a completed force-export file even before a personal criminal judgment.

What the sources establish
United Nations carries the official instrument or communique. Reuters records the same dated act independently.
Established: April 2019 Haftar offensive with contemporaneous independent and UN reporting of UAE support.
Not established: a completed criminal judgment against Mohamed bin Zayed, or a unique first-week Tripoli death coefficient as his count.
UN reporting named UAE support. Haftar attacked. A panel is not a conviction.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The UAE is documented as a backer of Khalifa Haftar’s 2019 Tripoli offensive, not a later speech about The UAE is documented as a backer of Khalifa Haftar’s 2019 Tripoli offensive.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He was UAE security principal. UN reporting named UAE support. Haftar attacked. A panel is not a conviction. That limit is the alternative to treating office-holding as authorship of every later series.
