On 2 July 2013, the United Arab Emirates Federal Supreme Court convicted 69 of 94 defendants in the political-security case known as UAE94. Eight of the convicted defendants were tried in absentia. The case followed a wave of arrests of lawyers, academics, activists and other people accused of belonging to al-Islah and plotting against the state.
What happened?
Prosecutors alleged that the defendants belonged to a secret organization seeking to overthrow the political system. Human Rights Watch and Amnesty International said the prosecution grew out of peaceful calls for political reform and association and that the trial failed basic fairness standards. Defendants received prison terms while others were acquitted.
Rights groups reported that detainees had limited access to lawyers, alleged ill-treatment and faced proceedings before a court whose judgment could not be appealed. They also argued that the evidence and charges criminalized protected expression and association. Emirati authorities defended the case as a national-security prosecution against an organization threatening the constitutional order, not as punishment for peaceful criticism.
Who is responsible?
The convictions were issued by the Federal Supreme Court after a prosecution brought by state authorities. Mohamed bin Zayed (opens in a new tab) was Abu Dhabi crown prince and deputy supreme commander at the time, but the cited sources do not establish that he personally ordered the verdicts. His political position provides context for the state system; it is not proof of an individual judicial command.
Direct responsibility for arrest practices, alleged mistreatment and prosecution decisions belongs to the officials and agencies shown by evidence to have carried them out. The institutional effect was broader: the case removed prominent government critics and reform advocates from public life through long prison sentences.
What is established and what is not?
The date, 69 convictions and central allegations of the case are established in contemporaneous rights reporting. Amnesty later described the continued imprisonment of UAE94 defendants as unjust and called for their release. The 2024 UAE84 proceeding drew many of the same people back into another mass prosecution, which reinforced concerns that the 2013 case had become part of a continuing system of political detention (opens in a new tab).
It is not established that every security allegation was fabricated. The UAE government maintained that defendants were involved in a clandestine organization. The verified accountability problem is that the state used a mass security trial against reform advocates under procedures that independent rights groups described as fundamentally unfair and largely insulated from meaningful review.
