On 14 October 2023 Australia voted on a constitutional amendment to recognise Aboriginal and Torres Strait Islander peoples and create an Aboriginal and Torres Strait Islander Voice. The AEC’s national result was about 60 percent No and 40 percent Yes; no state carried Yes. Albanese had put the question and campaigned Yes.
Context
Uluru Statement weather sat as parent. Neighbouring NACC and HAFF are different 2023 files. He did not sit as the AEC. Parliament had passed the Constitution Alteration; electors decided.
2022 election is the parent mandate. Closing-the-Gap annual reports are other rows, not this Saturday’s unique coefficient.
The Prime Minister of Australia chairs Cabinet and advises the Governor-General. Parliament enacts; the Governor-General assents. He does not write a High Court judgment, a state housing approval, or a US AUKUS submarine yard print.
Why it matters
The path is protection of minority rights and social cohesion: a completed government-sponsored constitutional contest that failed, remaining later Indigenous policy as other rows.

What the sources establish
Australian Electoral Commission carries the official instrument or communique. Reuters records the same dated act independently.
Established: 14 October 2023 AEC-certified national and state No majorities, independently reported.
Not established: a unique later Closing-the-Gap coefficient from that Saturday, or that every No voter uniquely authored later disadvantage.
Parliament had passed the alteration bill. Electors and the AEC certified. The Coalition campaigned No.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Australians reject the Voice to Parliament referendum, not a later speech about Australians reject the Voice to Parliament referendum.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He led Cabinet and the Yes campaign. Electors and the AEC certified. The Coalition campaigned No. That limit is the alternative to treating office-holding as authorship of every later series.
