From 13 June to 13 July 1878 Bismarck presided at the Congress of Berlin, which replaced the Russo-Turkish Treaty of San Stefano with the Treaty of Berlin: a smaller Bulgaria, Austrian occupation of Bosnia, British Cyprus, and Ottoman residual rule. He billed himself as honest broker. This is a European territorial congress, not the later Congo conference.
Context
The 1877–78 Russo-Turkish War had threatened a general war. Disraeli and Gorchakov were the principals. Balkan populations were bargained, not consulted. Humanitarian language of protecting Christians sat beside power shares. Sharing the treaty with six other powers is mandatory.
If a number is not in the two records named above, it is not supplied here.
Why it matters
Improving polarization path (short-run war averted). Medium confidence because Balkan grievances were stored, not solved.
Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

He chaired the great-power congress that revised San Stefano. Disraeli, Andrássy, Gorchakov, and the Ottoman delegates signed the treaty; he did not occupy the Balkans.

Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
