The Prussian May Laws impose state control on Catholic clergy
In May 1873 the Prussian Landtag adopted the so-called May Laws: state-required education for clergy, a royal court for ecclesiastical discipline, and penalties for bishops who ordained without state approval. Bismarck’s conflict with the Catholic Church — the Kulturkampf — used these Prussian statutes as its core. In the causal graph this event weakens Protection of Minority Rights, a driver that strengthens Having a say in government — a worsening welfare path.

Context
Polish-speaking Catholics in Prussia and the new Zentrum were Bismarck’s named political targets as well as theology. Falk administered. Pius IX refused. Parishes went vacant. Windthorst organised parliamentary resistance. The fight trained exceptional law that later hit socialists. That later hit is another row.
Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.
Why it matters
Complex (Falk, Landtag). High confidence on the statutes.
Confidence is stated on the impact path, not hidden in adjectives. Mixed effects of The Prussian May Laws impose state control on Catholic clergy are separate paths.

What the sources establish
GHDI publishes the May Laws. Britannica independently defines the Kulturkampf. DHM independently narrates imprisoned bishops and vacant sees. No unique ‘vacant parish’ census is invented.
Established: Prussian May Laws of 1873 put clergy under state exams and discipline under Bismarck’s government. Not established: that every Catholic was a Polish nationalist, or that 1887 undid 1873 on this same date.
Shared responsibility is part of The Prussian May Laws impose state control on Catholic clergy. Naming Otto von Bismarck does not delete co-authors, institutions, or later transmitters. The lag from 1873-05-11 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
That reading is an impact-path choice, not a property stored on the Fact itself.
