In 1889 the Reich enacted old-age and disability insurance with worker, employer, and Reich contributions. Bismarck’s last major social statute set a high pension age relative to contemporary life expectancy. This is the third insurance pillar, not a reprint of sickness or accident law.
Context
The SPD was still under exceptional law until 1890. Pensions were a loyalty instrument as well as a poverty instrument. Coverage excluded many agricultural workers. Fiscal capacity here is a long-run transfer machine, not a balanced-budget claim. Wilhelm II would soon dismiss the chancellor.
Why it matters
High confidence on the statute. Qualifying ages limit the welfare claim.
