In 1873 Bismarck brought Wilhelm I, Franz Joseph, and Alexander II into the League of the Three Emperors: consultations on near-eastern questions and a conservative solidarity against republican and Polish agitation. It was a court alignment, not a Reichstag statute. This is not the 1878 Congress and not the 1887 Reinsurance Treaty.
