In 1868 deputies from the North German Confederation and the southern Zollverein states met as a Customs Parliament (Zollparlament) after Bismarck tied Zollverein renewal to a common elected organ for commercial law. The body legislated tariffs and trade rules, not war. This is an industrial-market instrument, not the Kaiserproklamation.
Context
Bavaria, Württemberg, Baden, and Hesse-Darmstadt were still outside the NGC. National Liberals hoped the customs roof would become a political roof. Particularists hoped it would not. The 1879 tariff reversal is a later Fact. Friedrich List’s earlier Zollverein is not Bismarck’s act.
Shared responsibility is part of The first Customs Parliament of the Zollverein meets. Naming Otto von Bismarck does not delete co-authors, institutions, or later transmitters. The lag from 1868-04-27 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.

He used the Zollverein’s renewal to pull southern states into a customs parliament with the north. Southern governments still sat as states; industrial tariffs were the substance.

What the sources establish
GHDI publishes Zollverein documents. DHM independently narrates the customs union. Britannica’s Zollverein article independently confirms the 1860s recasting. No unique trade-volume series is invented.
Established: a Customs Parliament met in 1868 under Bismarck’s Zollverein redesign. Not established: that it already was the Empire, or a unique growth rate caused only by this sitting.
Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

Confidence is stated on the impact path, not hidden in adjectives. Mixed effects of The first Customs Parliament of the Zollverein meets are separate paths.
