
On 21 May 2015 over 1,600 participants from 160 countries adopted the Incheon Declaration for Education 2030 at the World Education Forum in the Republic of Korea, setting the framework for SDG 4 and urging governments to commit 4-6% of GDP or 15-20% of public expenditure to education. The accompanying Framework for Action was adopted by 184 member states at UNESCO in November 2015.
