In the 530s, alongside the Great Church, Justinian’s government is credited in Procopius’s Buildings with cisterns, hospices (xenones), and related urban works in Constantinople and the provinces. It is not Hagia Sophia’s dedication and not a modern hospital statute.
Context
Anastasius and prior emperors also built cisterns. Attribution in Buildings is panegyric. Archaeology confirms some sixth-century work without proving every sentence. Weight and confidence stay low. The 542 plague response is a different, also modest, row.
That reading is an impact-path choice, not a property stored on the Fact itself.
Why it matters
Low confidence. It does not offset Nika or the Italian war.
Shared responsibility is part of Procopius attests imperial xenones and welfare building in the capital. Naming Justinian I does not delete co-authors, institutions, or later transmitters. The lag from 0536-01-01 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
