Municipal anti-corruption claims versus disciplinary findings
A mayoral campaign built on opposition to corruption came into direct conflict with the oversight findings against Rodolfo Hernández. He assumed office in Bucaramanga on 1 January 2016, after the 2015 municipal contest, promising to challenge entrenched local patronage. His administration later became a focal point for investigations into procurement decisions and treatment of political critics. In March 2019 Colombia's Procuraduría announced a two-month suspension and disqualification linked to disrespectful conduct toward a city official. The authority said his 2017 public accusations had breached the official's presumption of innocence and dignity; the mayor contested the sanction.
In December 2019, after Hernández had left office, the same oversight body announced an eight-month disciplinary sanction over physical and verbal aggression toward councillor Jhon Jairo Claro Arévalo. The initial ruling required further procedural steps and was subject to appeal. On 31 May 2023, the Procuraduría announced a first-instance decision ordering dismissal and fourteen years' disqualification over the proposed Vitalogic waste-management contract. Investigators said the former mayor had sought to favor a bidder from whose contract his son might benefit. The ruling was a disciplinary decision, and its procedural status matters when describing culpability.
The 2022 presidential election turned this municipal reputation into a national political asset. Hernández campaigned as an outsider but lost the June runoff to Gustavo Petro. The electoral result demonstrated that accusations against a public official did not automatically end voter support. His confrontational approach also contributed to political polarization between supporters who saw an anti-establishment challenger and critics who argued that insulting watchdogs weakened accountability. The 2023 sanctions and earlier mayoral conduct provide specific, dated tests of the credibility of the 2016 anti-corruption promise.
