7 October is the parent assault. The ICC warrant is a different date.
The Prime Minister of Israel chairs the cabinet, is the political principal of the IDF, and can table Knesset bills. He does not write a Hamas military order, an ICC judgment, a US presidential proclamation, or a UN Security Council resolution.
Why it matters
The path is humanitarian access: banning the main UN relief agency for Palestinian refugees is a dated aid-architecture shock.

What the sources establish
Knesset carries the official instrument or communique. Reuters records the same dated act independently.
Established: 28 October 2024 Knesset ban on UNRWA operations in Israeli territory, independently reported.
Not established: that every UNRWA staffer was a combatant, or a unique later famine coefficient from that sitting.
The Knesset voted. UNRWA and donor states objected.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The Knesset bans UNRWA from operating in Israeli territory, not a later speech about The Knesset bans UNRWA from operating in Israeli territory.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to His coalition enacted the bills. The Knesset voted. UNRWA and donor states objected. That limit is the alternative to treating office-holding as authorship of every later series.
