The government abandons KiwiBuild’s original 100,000-house target after a documented shortfall

In 2019 the Ardern government publicly reset KiwiBuild after it became clear the 100,000-homes-in-a-decade campaign target would not be met on the original path. In the causal graph this event strengthens Cost-of-Living Pressure, a driver that weakens Unemployment, total (% of total labor force) (modeled ILO estimate) — an improving welfare path.

Context

Construction capacity, land, and financing constrained delivery. Phil Twyford then Megan Woods held the housing file. Ardern owned the 2017 number. A reset is not a finding that zero houses were built. It is a completed promise-failure instrument.

Child Poverty Act is a different file. Three Waters is a later water-infrastructure centralisation, not this housing miss.

A New Zealand prime minister chairs Cabinet and can recommend orders and bills. The House enacts. Police, DHBs, MIQ contractors, and platform companies implement. That office is not authorship of WHO guidance, Australian law, or a later successor’s repeal.

Not established: A unique 2019 Auckland median-price causal share from the reset hour.

Ministers reset the programme in 2019 after deliveries missed the path.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The government abandons KiwiBuild’s original 100,000-house target after a documented shortfall, not a later speech about The government abandons KiwiBuild’s original 100,000-house target after a documented shortfall.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to She owned the 2017 100,000-house promise. That limit is the alternative to treating office-holding as authorship of every later series.
