Context
The September 2024 amendment sat as parent. INE organised. She did not sit as every voter.
15 September 2024 amendment is the parent.
The President of Mexico heads the federal executive, promulgates laws Congress sends, and commands the armed forces. She does not write an INE tally, a SCJN judgment, a US tariff schedule, or a cartel killing by herself. Andrés Manuel López Obrador’s earlier statutes are not her later decrees unless she re-enacted them. A disappearance print is not a unique due-process coefficient.
Why it matters
The path is judicial independence and democratic resilience: a completed low-turnout popular election of the bench she had defended as president.

What the sources establish
INE put turnout near 13 percent.
INE carries the official instrument or communique. Associated Press records the same dated act independently.
Established: 1 June 2025 judicial election and ~13 percent turnout, independently reported; she publicly owned the result.
Not established: that every elected judge is a unique later cartel author, or a unique homicide coefficient from that Sunday.
She had promulgated implementing weather and called the result a success. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Mexico holds its first popular election of federal judges at 13 percent turnout, not a later speech about Mexico holds its first popular election of federal judges at 13 percent turnout.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to INE ran the ballot. That limit is the alternative to treating office-holding as authorship of every later series.
