Context
Equity for Māori was the stated aim. Staff and IT migration disrupted. A later National-led government disestablished Te Aka Whai Ora.
COVID 2020 orders are health-emergency files, not this 2022 organic statute. Three Waters is local-government, not DHBs.
A New Zealand prime minister chairs Cabinet and can recommend orders and bills. The House enacts. Police, DHBs, MIQ contractors, and platform companies implement. That office is not authorship of WHO guidance, Australian law, or a later successor’s repeal.
