Pasteur’s germ-theory lectures urge state hygienic compulsion alongside surgery and medicine
In 1878 Louis Pasteur published and lectured on the germ theory and its applications to medicine and surgery, arguing that invisible organisms explained wound sepsis and many diseases and that hygiene must be enforced as well as taught. In the causal graph this event strengthens Judicial independence erosion (court capture), a driver that strengthens Rule of Law Gap from the Highest Governance Score — a worsening welfare path.

In 1878 Louis Pasteur published and lectured on the germ theory and its applications to medicine and surgery, arguing that invisible organisms explained wound sepsis and many diseases and that hygiene must be enforced as well as taught. The welfare issue stored is the move from laboratory claim to state hygienic police, which French and other administrations were ready to hear. Lister’s carbolic spray is a neighbouring surgical path, not this Paris lecture.
Context
Third Republic hygiene was already a prefectural project. Pasteur gave it a famous microbial ontology. Compulsory measures can save lives and can also punish the poor for housing and water they do not control. Those later statutes are other people’s Facts. Assistants and surgeons shared applications. Sharing does not erase the 1878 voice.
Shared responsibility is part of Pasteur’s germ-theory lectures urge state hygienic compulsion alongside surgery and medicine. Naming Louis Pasteur does not delete co-authors, institutions, or later transmitters. The lag from 1878-04-29 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
Why it matters
Justice/police path of modest-to-mid weight and medium confidence, because Pasteur did not himself sign a particular prefectural order named in the two locators.
Who was responsible

He lectured and published the germ-theory applications. Prefects and later hygienists converted rhetoric into police. Complex shared uptake.

What the sources establish
Gallica at https://gallica.bnf.fr/ (opens in a new tab) holds the 1878 printed lectures on germ theory and its applications. Britannica at https://www.britannica.com/biography/Louis-Pasteur (opens in a new tab) independently treats the medical-surgical turn of the late 1870s as public persuasion, not as a private diary.
Established: Pasteur’s 1878 germ-theory applications were public and hygienic as well as surgical. Not established: that he drafted a named quarantine law, or a unique arrest count. Contribution is recorded as He lectured and published the germ-theory applications. Prefects and later hygienists converted rhetoric into police. Complex shared uptake. The impact note is A famous chemist’s call for hygienic discipline licensed administrative compulsion, a judicial-independence/police path of medium confidence. The dated heading stays Pasteur’s germ-theory lectures urge state hygienic compulsion alongside surgery and medicine on 1878-04-29, not a later statue, UNESCO listing, or school film.
Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.
If a number is not in the two records named above, it is not supplied here.
Confidence is stated on the impact path, not hidden in adjectives. A hygiene lecture is not Lister’s spray and not a later WHO code. Mixed effects of Pasteur’s germ-theory lectures urge state hygienic compulsion alongside surgery and medicine are separate paths.
The contribution type is direct. That reading is an impact-path choice, not a property stored on the Fact itself.
