On 14 November 1888 the Institut Pasteur was inaugurated in Paris in the presence of President Sadi Carnot, after a June 1887 decree of charitable status and a public subscription. Pasteur, impaired, had his speech read. The statutes named a rabies dispensary, an infectious-disease laboratory, and a teaching centre. It is not the 1891 Saigon institute and not a twentieth-century campaign Pasteur did not run. Five laboratories and a rabies service started under named colleagues, not under a single wizard.

The attic at the École normale could not treat the influx. Subscription money, including foreign sovereigns, bought Vaugirard land. Émile Roux, Émile Duclaux, Charles Chamberland, Ilya Mechnikov, and Grancher ran the first rooms. Sharing that organisation is the mechanism of most later papers.
