In 2022 Guy Ryder, who had led the International Labour Organization for ten years, was appointed UN under-secretary-general for policy by António Guterres. The new post put him in charge of coordinating policy advice across the UN system from the secretary-general's office.
From labour leadership to executive coordination at the United Nations
Guy Ryder joined the UN Secretary-General's executive office after a decade running the International Labour Organization, bringing labour-rights experience to an institution facing simultaneous conflict, poverty and climate emergencies. On 7 October 2022 Secretary-General António Guterres announced his appointment as under-secretary-general for policy. Ryder succeeded Volker Türk, who had moved to the position of UN High Commissioner for Human Rights. The appointment was an executive personnel decision, not a UN General Assembly election, and it did not itself authorize a new aid programme or peacekeeping mission.
Ryder had become ILO director-general in October 2012. In September 2022, the agency marked the end of his second five-year term. His ILO tenure included international work on labour standards, social protection and the effects of the COVID-19 crisis on employment. In 2019 the ILO adopted its Centenary Declaration for the Future of Work, placing decent work, skills and social dialogue at the centre of its policy discussions. In 2022 the organization faced pressure to help countries respond to inflation, lost working hours and inequalities accelerated by the pandemic and war.
The October 2022 UN appointment moved Ryder from an agency with a defined labour mandate to a senior cross-system advisory role. The appointment announcement identified policy coordination within the secretary-general's executive office as the responsibility of the new post. Guterres's September 2023 annual report subsequently described humanitarian response plans for 216 million people in 69 countries and territories during 2022; those programmes were managed across numerous humanitarian organizations, not personally by Ryder. They illustrate the scale of the humanitarian access problems confronting UN leadership. The important institutional question was whether coordinated policy advice could bridge disputes between agencies and member governments while preserving independent humanitarian action. Ryder's title supplied influence over coordination, but it did not give him unilateral control of aid deliveries or Security Council decisions.
