On 2 October 2018 Saudi journalist Jamal Khashoggi was killed inside the Saudi consulate in Istanbul. Saudi Arabia first denied, then acknowledged a killing. In 2021 the US ODNI assessed that Crown Prince Mohammed bin Salman approved an operation to capture or kill him. He denies involvement. It is not a Riyadh homicide conviction of the crown prince.

Context

Turkish authorities released audio and identifications of a squad. A Saudi trial convicted subordinates. ODNI’s 2021 assessment is an intelligence community judgment, not a court. Trump later said he ‘knew nothing’; that is a neighbouring US statement.

Ritz 2017 is a different date. Women driving 2018 is a different date the same year. Keep them separate.

The Crown Prince and Prime Minister of Saudi Arabia chairs the Council of Ministers and, in practice, the Public Investment Fund and Vision 2030 delivery. The King remains head of state. Royal decrees, cabinet decisions, and PIF board papers are the instruments. He does not write a UN resolution, an ODNI assessment, or a US CAATSA designation.

What the sources establish

Office of the Director of National Intelligence carries the official instrument or communique. Reuters records the same dated act independently.

Established: Khashoggi’s death in the Saudi consulate on 2 October 2018; a 2021 ODNI assessment of approval; a Saudi denial of the crown prince’s involvement.

Not established: a Riyadh homicide verdict against Mohammed bin Salman, or that every later Saudi detention was this killing.

ODNI assessed the crown prince approved an operation to capture or kill. He denies it. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Jamal Khashoggi is killed in the Saudi consulate in Istanbul, not a later speech about Jamal Khashoggi is killed in the Saudi consulate in Istanbul.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to Saudi state agents killed him in a Saudi consulate. He denies it. That limit is the alternative to treating office-holding as authorship of every later series. The King, cabinet, PIF, Aramco, and foreign counterparties share specific files. Allegation is not a completed judgment. An intelligence assessment is not a criminal conviction.
