On 4 December 2024 the People’s Action Party’s 38th Central Executive Committee elected Lawrence Wong secretary-general, succeeding Lee Hsien Loong after twenty years. Lee remained a CEC member. Heng Swee Keat stayed chairman.
Context
On 24 November 2024 Lee told the party conference he would propose Wong. Cadres had elected twelve CEC members. The CEC then chose office-holders. The public does not vote for secretary-general. Lee is unresolved.
The 15 May 2024 oath is the neighbouring state row. The 3 May 2025 general election is the neighbouring later mandate row. Keep PAP Central Executive Committee elects Wong secretary-general on 2024-12-04 separate from neighbouring 15 May 2024 oath, 4 December 2024 PAP secretary-general election, 3 May 2025 general election, and 20 December 2024 POFMA designation.
The Prime Minister of Singapore is appointed by the President after commanding Parliament’s confidence, chairs the cabinet, and, from 4 December 2024, is also PAP secretary-general. He does not sit as the High Court on a POFMA appeal, does not write Elections Department returns as if he were the returning officer, and does not invent a unique execution integer here. A National Day Rally is not a statute. A GRC win is not a two-party opening.

What the sources establish
People's Action Party carries the official instrument or communique. Malay Mail records the same dated act independently.
Established: the 38th CEC elected Wong secretary-general on 4 December 2024; Lee remained on the CEC.
Not established: that the general electorate chose the secretary-general, or a unique later membership coefficient.
The CEC elected. Lee proposed and stayed as member. Cadres had elected the CEC.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies PAP Central Executive Committee elects Wong secretary-general, not a later speech about PAP Central Executive Committee elects Wong secretary-general.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He accepted the secretary-generalship. The CEC elected. Lee proposed and stayed as member. Cadres had elected the CEC. That limit is the alternative to treating office-holding as authorship of every later series.
