In July 2018 Law 7143’s construction-amnesty provisions let owners of unlicensed or non-compliant buildings register them for a fee.

Context

The amnesty was sold as regularisation. Engineers later argued it legalised unsafe stock. Erdoğan’s AKP passed it; the Gazette published; municipalities registered. He did not pour every unlicensed floor.

The 6 February 2023 earthquake is a different date and a different physical event.

The president of Turkey is head of state and, since the 2017 executive-presidency reform, head of government. The Grand National Assembly writes statutes; the Official Gazette records decrees; courts, governors, and the armed forces implement. He does not write a European Council conclusion, an IMF programme, or a UN General Assembly resolution.

Why it matters

The path is institutional-corruption and later disaster vulnerability: a completed amnesty for non-compliant buildings is a dated building-stock instrument.

What the sources establish

Official Gazette of Turkey carries the official instrument or communique. Reuters records the same dated act independently.

Established: a 2018 enrolled construction-amnesty statute published in the Gazette.

Not established: a unique 2023 death coefficient from the 2018 signing hour, or that every collapsed block used this amnesty.

The Gazette published. Municipalities registered files.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Turkey enacts the 2018 construction-amnesty (imar barışı) statute, not a later speech about Turkey enacts the 2018 construction-amnesty (imar barışı) statute.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to His party passed the statute. The Gazette published. Municipalities registered files. That limit is the alternative to treating office-holding as authorship of every later series. The Grand National Assembly, the Official Gazette, governors, courts, and foreign counterparties share specific files. Allegation is not a completed judgment. A detention is not a conviction.
