On 26 September 2017, in his first administrative report as premier, Lai told lawmakers he was ‘a political worker who advocates Taiwan independence’ and a ‘pragmatic’ one, adding that the two sides of the Strait are independent of each other and that the ROC and PRC are mutually non-subordinate. Beijing’s TAO condemned the line. It is the dated ‘new two-state’ file still quoted against him. He was premier, not president.
