Net harmfulFormula-derived score

He does not write a PLA communique or a TSMC print. As of August 2026 he remains president. The largest negative contribution to the formula-derived score is “National Day address names T-Dome and a path from 3 percent to 5 percent of GDP by 2030” (2025).

Editorial assessment (context, not the score)

The file after 20 May 2024 is not a civic saint and not a single T-Dome footnote. The heaviest documented costs that sit on this page are a 40 percent plurality beside a LY without a DPP majority, Bluebird-era legislative-power fights, a 2025 recall wave the DPP leaned into, Maanshan-2’s last megawatts, industrial electricity hikes, a Labour Insurance actuarial hole, a resumed execution, and a neighbouring PLA Joint Sword he did not author. Those rest on CEC returns, gazettes, MOEA and MOTC prints, MOJ notices, and wires. The live composite is formula output from those paths plus the 2024 oath, cancer-drug funding, carbon-fee rates, US drone and later arms notifications, Whole-of-Society resilience, and the 2025 National Day T-Dome path; this paragraph is not the score.

The offsets are also dated: Tainan 2016, Forward-looking 2018, the 2020 vice-presidential oath, CPTPP-and-Japan weather, SHTC listings, and the 11 February 2026 Special Act press conference. Tsai, the LY, Taipower, TSMC’s board, and counterpart presidents share several files.

He does not sit as Eastern Theater Command and he does not write a TSMC node. Confidence is high on the CEC certificate, the 20 May 2024 oath, Maanshan-2’s 17 May 2025 disconnection, and the National Day text, and medium where later kWh, interceptor integration, and LY votes sit between a speech and a welfare indicator.

The power he actually held

Lai Ching-te has been president of Taiwan since 20 May 2024. The Additional Articles make him head of state and commander-in-chief. They do not make him the author of a PLA communique, a TSMC capex print, or a Legislative Yuan majority. As of August 2026 he remains in office on a plurality, with the DPP short of 57 seats.

That limit is the first fact about his power. The second is that a third consecutive DPP presidential term is ordinary rotation after Tsai Ing-wen, not a welfare miracle. The third is that Beijing’s Joint Sword-2024A (https://www.reuters.com/world/asia-pacific/china-starts-military-drills-around-taiwan-days-after-new-president-takes-office-2024-05-23/ (opens in a new tab)) is a neighbouring PRC act stored beside his inaugural text, not as his missile.

What went wrong, and what is proven

13 January 2024 returned 40.05 percent — a completed plurality, not a majority. The 11th Legislative Yuan convened on 1 February 2024 with the DPP on 51 seats. Opposition legislative-power bills passed on 28 May 2024; he did not write the text. He later thanked street weather. Store complex.

The 20 May inaugural line that the ROC and PRC are not subordinate to each other is his speech. Joint Sword-2024A on 23 May is not. 2017 premier remarks remain the “new two-state” file Beijing still quotes. Cross-strait official dialogue did not resume; PRC group tourism stayed frozen as a neighbouring TAO instrument.

Reserve-margin and AI-demand weather sat beside that shutdown; TSMC is not his company. Industrial electricity rose 12.5 percent from 16 October 2024. A 2025 nuclear-restart referendum failed the turnout threshold.

The 26 July 2025 recall wave removed nobody. Huang Lin-kai was executed on 16 January 2025, the first death under this presidency. Labour Insurance actuarial work still showed a dated hole. MOTC’s 2024 pedestrian print left the “pedestrian hell” label unretired. A US$40 billion supplementary is capital-intensive defence beside household costs. LY pension-and-allocation bills he opposed are stored as complex opposition texts, not as his gazette.

What improved, and how far

The 13 January 2024 win and 20 May oath are completed rotation — the first third consecutive party term since direct presidential elections. T-Dome and a 3 percent then 5 percent-of-GDP path were named on 10 October 2025 (https://english.president.gov.tw/News/7022 (opens in a new tab); https://focustaiwan.tw/politics/202510100004 (opens in a new tab)). The 11 February 2026 Special Act press conference is a completed presidential ask, not a passed statute (https://english.president.gov.tw/News/7083 (opens in a new tab)).

US drone notifications and a later US$11.1 billion package are completed partner instruments he thanked and did not write in Washington. Whole-of-Society Defence Resilience first sat on 26 September 2024. Cancer-drug funding and a Healthy Taiwan committee are dated NHI-adjacent paths. Carbon-fee rates restated net-zero 2050 as a price instrument.

Computex 2026 restated an AI-island industrial line; chips remain TSMC’s nodes. SHTC listings are a dated semiconductor-security act, not a finding that concentration vanished. Nikkei, 13 May 2025 asked Japan, the Philippines, and the United States to sit together and restated CPTPP. Earlier offices still on the file: Tainan 2016, Forward-looking phase 2, vice-presidential oath 2020.

Shared responsibility, and what the score does not say

Tsai, Hsiao, Cho, the LY, Taipower, TSMC’s board, Biden, Trump, Marcos, and Xi are not extras. Treating Lai as sole author of every PLA sortie, or as a bystander on T-Dome, would be the same error in opposite directions. The CEC canvasses. MOEA disconnects reactors. MOJ signs execution warrants. USTR and DSCA write US cases.

The score does not say he writes a PLA communique. It does not convert a TSMC megawatt into his personal plant. It does not convert a 40 percent certificate into a majority. Confidence is high on gazettes, CEC returns, and the 20 May 2024 oath, and medium where later interceptors, kWh, and LY votes sit between a speech and a welfare series.

Related people are Tsai, Xi, Biden, Trump, Modi, Macron, von der Leyen, Prabowo, Marcos, Guterres, Kallas, and Rutte — live slugs who actually share Strait, arms, or Indo-Pacific files.

A president is powerful enough to own those speeches, committees, and budget asks. He is not powerful enough to be the unique author of a PLA exercise, a TSMC node, or an opposition majority, and the catalog keeps that line visible. Keep 13 January 2024 off 17 May 2025. Keep 20 May 2024 off 10 October 2025. Keep Joint Sword off T-Dome. If those distinctions feel pedantic, they are the alternative to a democracy-halo and the alternative to a cartoon.
