Taiwan’s carbon-fee rates take effect at NT$300 per tonne with preferential tracks
On 1 January 2025 the Ministry of Environment’s 21 October 2024 ‘Fee-charging Rates of Carbon Fees’ took effect: a standard NT$300 per tCO2e with preferential NT$50 and NT$100 tracks for approved reduction plans, under the Climate Change Response Act. In the causal graph this event strengthens Decarbonization and climate-mitigation policy, a driver that weakens Global CO2 emissions per capita — an improving welfare path.

First collection later printed about NT$4.97 billion, with semiconductor facilities a large share. He did not write every factory’s return. TSMC is a payer, not his company.
Context
The 2023 Climate Change Response Act sat as parent under Tsai. Neighbouring industrial electricity hikes are a different price file. He owned the cabinet’s environment line.
16 October 2024 industrial power tariffs are neighbouring price weather. Computex 2026 restates net-zero tech.
The president of the Republic of China (Taiwan) is head of state under the Additional Articles and commander-in-chief. He does not write a PLA communique, a TSMC capex print, or a Legislative Yuan majority. A National Day address is not a completed interceptor. An inaugural line is not a PLA missile. A special-act press conference is not a passed statute. William Lai is a common English name for the same person; the stored English name is Lai Ching-te.
Why it matters
The path is carbon-pricing coverage and decarbonisation policy: a completed national carbon-fee start.

What the sources establish
Ministry of Environment Taiwan carries the official instrument or communique. Taipei Times records the same dated act independently.
Established: 1 January 2025 rate effectiveness, independently later collected; standard NT$300 named.
Not established: a unique later emissions coefficient from New Year’s Day, or that every factory uniquely paid the standard rate.
He owned the cabinet. Firms pay. The 2023 Act is Tsai-era parent law.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Taiwan’s carbon-fee rates take effect at NT$300 per tonne with preferential tracks, not a later speech about Taiwan’s carbon-fee rates take effect at NT$300 per tonne with preferential tracks.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to MOENV set the rates. He owned the cabinet. Firms pay. The 2023 Act is Tsai-era parent law. That limit is the alternative to treating office-holding as authorship of every later series.
