Government publishes the Clean Power 2030 Action Plan
In December 2024 the government published a Clean Power 2030 Action Plan setting a target for Great Britain’s electricity mix to be clean by 2030, with NESO advice and planning-reform annexes. Starmer had made clean power a defining pledge. In the causal graph this event strengthens Renewable capacity buildout, a driver that strengthens Renewable share of global electricity generation — an improving welfare path.

In December 2024 the government published a Clean Power 2030 Action Plan setting a target for Great Britain’s electricity mix to be clean by 2030, with NESO advice and planning-reform annexes.
Context
Ed Miliband’s DESNZ owned the mission. Starmer had made clean power a defining pledge. NESO modelled pathways; the plan is not a statute. Planning and grid-connection reforms still need Acts and licences. The earlier £28 billion withdrawal reduced expected capital; this plan is a remaining operational pathway.
GB Energy Act 2025 and the 2024 pledge withdrawal are different dates.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is decarbonization policy and renewable buildout: a completed 2030 clean-power plan raises expected permitting and investment coordination, with multi-year lag.

What the sources establish
Department for Energy Security and Net Zero carries the official instrument or communique. Reuters records the same dated act independently.
Established: publication of a Clean Power 2030 Action Plan by Starmer’s government in December 2024.
Not established: that the 2030 mix was already achieved, or a unique 2025 bill cut from the PDF.
Miliband’s department published. NESO advised. Developers still build.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Government publishes the Clean Power 2030 Action Plan, not a later speech about Government publishes the Clean Power 2030 Action Plan.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the 2030 mission as Prime Minister. Miliband’s department published. NESO advised. Developers still build. That limit is the alternative to treating office-holding as authorship of every later series.
