Starmer withdraws Labour’s £28 billion a year green-investment pledge
On 8 February 2024 Keir Starmer, as Leader of the Opposition, confirmed that Labour would no longer commit to £28 billion a year of additional green capital investment, citing fiscal rules and higher interest costs. The figure had been a central 2021–23 offer associated with Ed Miliband’s climate brief. In the causal graph this event weakens Decarbonization and climate-mitigation policy, a driver that weakens Global CO2 emissions per capita — a worsening welfare path.

On 8 February 2024 Keir Starmer, as Leader of the Opposition, confirmed that Labour would no longer commit to £28 billion a year of additional green capital investment, citing fiscal rules and higher interest costs.
Context
The figure had been a central 2021–23 offer associated with Ed Miliband’s climate brief. Rachel Reeves’s fiscal rules were the stated constraint. Starmer and Reeves announced the climbdown to broadcasters. A leader can withdraw a pledge; he cannot, in opposition, cancel NESO modelling. The later Great British Energy Act 2025 is a neighbouring smaller public-ownership instrument, not this withdrawal. Environmental groups treated the drop as a decarbonization-finance loss.
GB Energy royal assent in May 2025 is a different date and a different legal form.
The Leader of the Opposition does not command the civil service. A party conference pledge is not enrolled law. Manifesto numbers can be withdrawn before an election; they still sit on the public record as a completed political instrument of that date.
Why it matters
The path is decarbonization-policy coverage: withdrawing a large additional public-investment pledge reduces expected near-term state capital for clean power and retrofit, with lag into actual project finance.

What the sources establish
Labour Party carries the official instrument or communique. BBC records the same dated act independently.
Established: a completed 8 February 2024 public withdrawal of the £28 billion a year additional green-investment commitment.
Reeves cited fiscal rules. Miliband remained climate shadow but did not keep the number.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Starmer withdraws Labour’s £28 billion a year green-investment pledge, not a later speech about Starmer withdraws Labour’s £28 billion a year green-investment pledge.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He announced and owned the withdrawal as party leader. Reeves cited fiscal rules. That limit is the alternative to treating office-holding as authorship of every later series.
