Context
Ed Miliband introduced the Bill in July 2024. It completed Commons and Lords stages and received legislative consent from devolved governments. Starmer had made public ownership of a clean-power vehicle a manifesto item after dropping the larger £28 billion pledge. GB Energy still needs a statement of strategic priorities, capital, and private co-investment. Construction lag is years. NESO still plans the system. The Act is not a retail-price freeze.
The February 2024 pledge withdrawal is a different date. Clean Power 2030 plans are neighbouring.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is renewable buildout and energy security: a completed public-ownership vehicle can crowd-in clean-power projects. It does not by itself cut bills that afternoon.

What the sources establish

legislation.gov.uk carries the official instrument or communique. GOV.UK records the same dated act independently.
Established: royal assent on 15 May 2025 for a statute creating the designation framework for Great British Energy.
Not established: a unique 2025 household-bill coefficient, or that private developers ceased to exist.
Miliband carried the Bill. Parliament enacted. The company still has to invest.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Great British Energy Act 2025 receives royal assent, not a later speech about Great British Energy Act 2025 receives royal assent.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He made GB Energy a manifesto and King’s Speech item. Miliband carried the Bill. Parliament enacted. The company still has to invest. That limit is the alternative to treating office-holding as authorship of every later series.
