On 6 February 2016 a magnitude-6.4 earthquake collapsed the 17-storey Weiguan Jinlong complex in Tainan. Mayor Lai Ching-te commanded the municipal search-and-rescue; the last body was recovered on 13 February, with 117 dead in the disaster. He told donors the NT$4 billion would go only to relief. He did not design the building. Store complex. A later presidential energy file is not this Thursday.

Context

He was mayor, not premier. Neighbouring soil-liquefaction maps are child engineering. He did not sit as the contractor. A collapse is not a finding that every later kerb was safe.

2017 premiership is later. 2024 presidency is later. Keep 6 February 2016 off Maanshan-2.

The president of the Republic of China (Taiwan) is head of state under the Additional Articles and commander-in-chief. He does not write a PLA communique, a TSMC capex print, or a Legislative Yuan majority. A National Day address is not a completed interceptor. An inaugural line is not a PLA missile. A special-act press conference is not a passed statute. William Lai is a common English name for the same person; the stored English name is Lai Ching-te.

What the sources establish

Tainan City Government carries the official instrument or communique. Taipei Times records the same dated act independently.

Established: 6–13 February 2016 Tainan SAR under Mayor Lai, independently reported; 117 dead in the disaster.

Not established: that he uniquely authored the collapse, or a unique later seismic-code coefficient from that Saturday.

He commanded the city response. Central government and other cities shared SAR. Store complex.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies As Tainan mayor, Lai commands the search after the Weiguan Jinlong collapse, not a later speech about As Tainan mayor, Lai commands the search after the Weiguan Jinlong collapse.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to The building failed. He commanded the city response. Store complex. That limit is the alternative to treating office-holding as authorship of every later series.
