Context
The Home Office introduced the Bill on 30 January 2025. Starmer’s government framed it as the replacement architecture after the Rwanda halt. Repeal of the Rwanda Act is inside this statute; the July 2024 operational halt remains a separate row. UNHCR and rights groups criticised tighter procedures. Cooper and later Mahmood ran the file. Starmer owned the restrictiveness turn after the May white paper.
Rwanda halt (6 July 2024) and the May 2025 white paper are different dates.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is migration-policy restrictiveness: new criminal and seizure powers and a statutory Border Security Command increase expected enforcement intensity even while repealing the Rwanda Act.

Established: royal assent on 2 December 2025 for a statute creating new border offences and powers and repealing the Safety of Rwanda Act 2024.
Not established: a unique small-boat coefficient from assent hour, or that the Rwanda halt in 2024 was this Act.
Home secretaries carried the Bill. Parliament enacted. NCA and Immigration Enforcement implement.. A later repeal, court stay, or successor order would be a different Fact with a different date. Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the post-Rwanda border architecture as Prime Minister. Home secretaries carried the Bill. Parliament enacted.
