On 3 October 2024 the United Kingdom and Mauritius announced a political agreement under which the UK would recognise Mauritian sovereignty over the Chagos Archipelago while retaining a long lease on the Diego Garcia military base.
Context
International Court of Justice advisory opinions and UN votes had long challenged UK administration. Starmer’s government chose to settle. The US uses Diego Garcia. Chagossian groups split over resettlement and consultation. Payments to Mauritius are a fiscal cost. Starmer did not write the ICJ opinion. A later treaty text and any 2025–26 ratification fights are neighbouring if dated.
US base access, ICJ opinions, and later treaty instruments are neighbouring.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is democratic and minority-rights mixed: recognising Mauritian sovereignty addresses a decolonisation advisory line while a leased base continues.

What the sources establish
Foreign, Commonwealth & Development Office carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 3 October 2024 UK–Mauritius announcement recognising Mauritian sovereignty over Chagos with a Diego Garcia lease.
Not established: that every Chagossian was consulted to consent, or a unique resettlement census from the press notice.
FCDO negotiated. Starmer owned the settlement as Prime Minister. Mauritius is the counterpart. The US remains the base user.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies UK announces a sovereignty deal with Mauritius on the Chagos Archipelago, not a later speech about UK announces a sovereignty deal with Mauritius on the Chagos Archipelago.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Cabinet authorised the bargain. FCDO negotiated. Mauritius is the counterpart. The US remains the base user. That limit is the alternative to treating office-holding as authorship of every later series.
