Government publishes Pathways to Work Green Paper tightening PIP eligibility

On 18 March 2025 the Department for Work and Pensions published the Pathways to Work Green Paper. It proposed that from November 2026 a claimant would need at least four points in one daily-living activity to receive the daily-living element of PIP, and that the Universal Credit health element would be cut for new claims. On 18 March 2025 the Department for Work and Pensions published the Pathways to Work Green Paper. It proposed that from November 2026 a claimant would need at least four points in one daily-living activity to receive the daily-living element of PIP, and that the Universal Credit health element would be cut for new claims.

Context

Liz Kendall presented the package to the Commons. Starmer’s Cabinet cleared a fiscal saving that the OBR later scored around the Spring Statement. Disability charities treated the four-point rule as a rights cut for people with fluctuating conditions. The Green Paper said it was not consulting on all measures; primary legislation would follow. They do not unwrite 18 March as a completed proposal that moved the legislative programme.

Spring Statement costings, later parliamentary rebellions, and any Timms review are different dates.

The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.

Why it matters

The path is protection of minority rights: tightening PIP daily-living eligibility reduces expected cash for disabled claimants who score low points across many activities rather than four in one.

What the sources establish

Department for Work and Pensions carries the official instrument or communique. BBC records the same dated act independently.

Established: publication on 18 March 2025 of a Green Paper proposing a four-point PIP daily-living threshold and UC health-element cuts for new claims.

Not established: a unique later disability-poverty coefficient from publication hour, or that every proposed line was commenced unchanged.

Kendall presented it. Starmer owned the fiscal-welfare trade-off as Prime Minister. Charities responded; they did not write the Green Paper.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Government publishes Pathways to Work Green Paper tightening PIP eligibility, not a later speech about Government publishes Pathways to Work Green Paper tightening PIP eligibility.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Cabinet cleared the package. Kendall presented it. That limit is the alternative to treating office-holding as authorship of every later series.
