Context
Starmer had promised the families, including Margaret Aspinall, a duty of candour. He later opened second reading on 3 November 2025. Intelligence-service exemptions delayed later stages. Commons passage in July 2026 is neighbouring. Introduction is still a completed legislative act of his government. He does not sit as a coroner.
Second reading, carry-over, and any later royal assent are different dates.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is institutional-corruption accountability: introducing a criminal-backed duty of candour is a completed transparency instrument even before royal assent, with lag until commencement.

Not established: that the bill was already an Act on that day, or that a unique later inquiry outcome was caused by first reading.
Justice ministers drafted. Parliament still had to enact. Families campaigned; they did not introduce the government bill.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Government introduces the Public Office (Accountability) Bill — Hillsborough Law, not a later speech about Government introduces the Public Office (Accountability) Bill — Hillsborough Law.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He promised and owned the bill as Prime Minister. Justice ministers drafted. Parliament still had to enact.
