Context
Voters, returning officers, and the Electoral Commission produced the result. Rishi Sunak conceded. Starmer is the winning leader, not the author of every constituency count. Neighbouring Facts (Rwanda halt, Winter Fuel, Budget) are later instruments, not 4 July. A landslide is not authorship of the OBR.
The 5 July audience with the King is a different date. Same-week Rwanda and Winter Fuel choices are later rows.
The Leader of the Opposition does not command the civil service. A party conference pledge is not enrolled law. Manifesto numbers can be withdrawn before an election; they still sit on the public record as a completed political instrument of that date.
Why it matters
The path is democratic-resilience: a completed, conceded general election is a procedure that held. Polarisation around later bills is a different mechanism.

What the sources establish
Electoral Commission carries the official instrument or communique. Reuters records the same dated act independently.
Established: Labour won a Commons majority on 4 July 2024 with Starmer as leader, and Sunak conceded.
Not established: that the win itself moved CPI or Channel crossings without later instruments.
Returning officers certified. Constituents voted.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Labour wins the 2024 United Kingdom general election with Starmer as leader, not a later speech about Labour wins the 2024 United Kingdom general election with Starmer as leader.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He was the winning party leader. Returning officers certified. Constituents voted. That limit is the alternative to treating office-holding as authorship of every later series.
