Context
Foreign-policy recognition is a Crown act on ministers’ advice. Starmer’s Cabinet chose the timing. Macron had already moved France. Recognition does not admit a UN member by itself and does not free hostages. Netanyahu’s government opposed it. Starmer did not write the Palestinian Authority’s internal statute. Humanitarian-access effects are a low-confidence hypothesis with lag.
French recognition is a neighbouring Macron instrument. ICC warrants and Gaza ceasefires, if any, are different rows. Keep recognition as a diplomatic act.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is humanitarian access and diplomatic status: recognition is a completed state-to-state act that can ease later aid and representation, with no same-day crossing.

What the sources establish
Foreign, Commonwealth & Development Office carries the official instrument or communique. Reuters records the same dated act independently.
Established: the United Kingdom recognised the State of Palestine in September 2025 in a coordinated four-country cluster.
Not established: a unique casualty reversal, UN membership, or that recognition opened Rafah that afternoon.
Starmer owned the timing as Prime Minister. FCDO notified. Other states recognised separately.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The United Kingdom recognises the State of Palestine, not a later speech about The United Kingdom recognises the State of Palestine.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Cabinet advised the Crown to recognise. FCDO notified. Other states recognised separately. That limit is the alternative to treating office-holding as authorship of every later series.
