On 27 January 2017 President Trump issued Executive Order 13769, ‘Protecting the Nation from Foreign Terrorist Entry into the United States’, suspending the U.S. Refugee Admissions Program for 120 days, cutting refugee admissions, and suspending entry of nationals of Iraq, Syria, Iran, Libya, Somalia, Sudan and Yemen. Airports detained travellers the same weekend. Courts quickly stayed parts. Later orders (13780, then a proclamation) replaced it. This Fact is EO 13769, not the later trimmed version.

Context

DHS and CBP implemented over a weekend with little guidance. The Attorney General and DHS Secretary were statutory counterparts. Federal judges in several districts issued stays. The Supreme Court later addressed successor instruments, not this weekend order as a final code. Refugees and green-card holders were swept in practice even where the text was murkier.

Donald Trump did not act alone on every file. Congress, courts, agencies, foreign counterparts, and later administrators share specific instruments. Office-holding is not automatic authorship of every downstream welfare series. Allegation is not a completed judgment.

Why it matters

A completed entry ban aimed at Muslim-majority nationalities reduced equal protection of movement for those classes.

What the sources establish

The Federal Register text of EO 13769 is official. Independent reporting of airport detentions and the first stays is contemporaneous. They do not establish a unique terrorism-prevention coefficient from 27 January.

Established: EO 13769 issued 27 January 2017 with the listed country and refugee suspensions; implementation chaos and stays followed. Not established: that the order prevented a named attack that weekend.

The score must not treat every later visa refusal as this EO, or treat a successor proclamation as this weekend text.

CBP implemented. Courts stayed. Later texts replaced it.. Co-authors and later implementers named in Context remain on the file. A later repeal, court stay, or successor order would be a different Fact with a different date. The contribution type is direct. Trump’s documented role is limited to the instrument named in the title. He did not write the independent newspaper; the newspaper did not enact the instrument. Driver protection-of-minority-rights is used because the mechanism in the FDI description is the one the evidence can actually support. Off-family indicator padding is refused.
