At the 11–12 July 2018 NATO Brussels summit President Trump publicly attacked allies, especially Germany, over failure to meet the 2014 Wales 2 percent of GDP defence-spending guideline, and questioned the value of the alliance in front of cameras.
Context
The 2 percent guideline was a 2014 summit product, not Trump’s invention. Allies later raised spending, with mixed causation (Crimea, Trump, later Ukraine). Trump is a direct contributor to the 2018 public coercion style. He did not write the North Atlantic Treaty.
Donald Trump did not act alone on every file. Congress, courts, agencies, foreign counterparts, and later administrators share specific instruments. Office-holding is not automatic authorship of every downstream welfare series. Allegation is not a completed judgment.
Why it matters
Mixed: alliance burden-sharing pressure can raise expected allied defence effort (improving energy/security-adjacent capacity) and can weaken expected alliance cohesion (polarisation).
Publicly questioning NATO’s value at a summit polarises alliance politics even where later spending rose for mixed reasons.

What the sources establish
NATO Brussels summit communiqués and contemporaneous independent reporting of Trump’s remarks are official/independent. They do not convert 2018 comments into a unique 2024 NATO-spending series without lag and alternatives.
Established: 11–12 July 2018 public pressure at the Brussels summit on 2 percent spending. Not established: that every later allied budget increase is this press conference.
The score must not treat Article 5 as repealed, or treat 2025 five-percent talk as 2018.
Allies still set their budgets. NATO’s treaty was not rewritten.. Co-authors and later implementers named in Context remain on the file. A later repeal, court stay, or successor order would be a different Fact with a different date. The contribution type is direct. Trump’s documented role is limited to the instrument named in the title. He did not write the independent newspaper; the newspaper did not enact the instrument. Driver political-polarization is used because the mechanism in the FDI description is the one the evidence can actually support. Off-family indicator padding is refused. That pair identifies Trump publicly pressures NATO allies on the 2 percent defence-spending guideline in Brussels, not a later speech about Trump publicly pressures NATO allies on the 2 percent defence-spending guideline in Brussels.
