On 11 December 2020 the U.S. Food and Drug Administration issued an emergency use authorization for the Pfizer–BioNTech COVID-19 vaccine, the first in the United States, after Operation Warp Speed had financed manufacturing at risk. Moderna followed. EUA in that programme, not the invention of mRNA and not a later mandate.

What the sources establish

FDA EUA letters and HHS Warp Speed contemporaneous materials are official. Independent reporting records 11 December 2020. They do not convert the EUA into a unique global deaths-averted coefficient without a later epidemiological paper.
