On 30 May 2018 President Trump signed the Trickett Wendler, Frank Mongiello, Jordan McLinn, and Matthew Bellina Right to Try Act (Public Law 115-176), allowing certain terminally ill patients to access investigational drugs that have completed Phase 1 but are not yet FDA-approved, outside the existing expanded-access pathway.

Context

Congress wrote a bipartisan bill after state right-to-try laws. FDA already had expanded access (compassionate use). Critics said the federal statute weakened FDA oversight without adding supply. Trump signed and claimed a patient-liberty win. Sponsors and physicians still have to offer the drug.

Donald Trump did not act alone on every file. Congress, courts, agencies, foreign counterparts, and later administrators share specific instruments. Office-holding is not automatic authorship of every downstream welfare series. Allegation is not a completed judgment.

Why it matters

Health-system-capacity / access path at low-to-medium confidence: a completed alternative pathway to investigational drugs is an access instrument of narrow scope, with a documented risk of weaker evidence standards.

A completed investigational-drug pathway slightly expands expected access for some terminal patients, with weaker evidence standards as the documented cost.

What the sources establish

Congress.gov text of Public Law 115-176 is official. Independent reporting records the signing and the FDA-oversight debate. They do not convert the Act into a unique national mortality coefficient.

Established: Right to Try signed 30 May 2018. Not established: that it outperformed FDA expanded access, or that a unique survival gain is measured here.

The score must not treat FDA as abolished, or treat every later cancer drug as this statute.

Congress wrote it. Firms and physicians still have to offer the product.. Co-authors and later implementers named in Context remain on the file. A later repeal, court stay, or successor order would be a different Fact with a different date. The contribution type is direct. Trump’s documented role is limited to the instrument named in the title. He did not write the independent newspaper; the newspaper did not enact the instrument. Driver health-system-capacity is used because the mechanism in the FDI description is the one the evidence can actually support. Off-family indicator padding is refused. That pair identifies Trump signs the federal Right to Try Act, not a later speech about Trump signs the federal Right to Try Act.
