Context
Water is urban energy metabolism. Britannica and Fordham Suetonius pages independently stress building and repair after 69. Frontinus’s later aqueduct book is evidence, not Vespasian’s autograph.
Vespasian’s documented role is bounded by other offices and collaborators named in the sources below.
Conventional years are 9–79 CE. Surviving public files are Suetonius, Tacitus, Josephus, coins, and encyclopedias. Vespasian did not typeset LacusCurtius. Later museums are evidence, not acts. Suetonian jokes are not automatic Facts.

What the sources establish
Britannica and Fordham’s Suetonius page independently describe Vespasianic urban repair and building after the civil wars.
Established: urban repair including water infrastructure is part of the Flavian restoration narrative. Not established: litres per capita.
Vespasian did not file a later UNESCO form, a later Loeb colophon, or a later museum label as a personal act. Aqueducts are not Judaea Capta coins. Keep water off the triumph row.
