Net positiveFormula-derived score

The through-line is a Europe Now substitute ticket that ended Milo Đukanović’s presidency on 2 April 2023, an oath in Podgorica rather than Cetinje, and a 24 February 2024 resignation from all Europe Now posts. A living ruler is scored on those instruments, not as a post-DPS sticker. The largest positive offset is “Milatović resigns from all Europe Now posts while the 44th government runs” (2024).

Editorial assessment (context, not the score)

The heaviest documented costs sit on three clusters, not on a personality adjective.

First, the substitute ticket. Europe Now nominated him after the State Electoral Commission rejected Spajić. On 2 April 2023 he defeated Milo Đukanović. AP recorded official results of about 59 percent to 41 percent (AP (opens in a new tab)). Đukanović is unresolved. Milojko Spajić is live.

Second, the oath. On 20 May 2023 he was sworn in at parliament in Podgorica, not Cetinje (HRT (opens in a new tab)). Aleksandar Vučić attended. The presidency can swear. It cannot sit as the later 46-vote cabinet arithmetic.

Third, the rupture. On 24 February 2024 he resigned from all Europe Now posts, writing that the movement’s way of working contradicted founding promises (Vijesti (opens in a new tab)). Europe Now answered the same day that his intention to obstruct the 44th government had long been noticeable. Dual executive without a party is dated polarisation, not a rebate of 2 April 2023.

Confidence is high on AP, HRT, and Vijesti, and medium where later new-party signalling sits without a gazette. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Jakov Milatović has been President of Montenegro since 20 May 2023. He remains in office on 4 September 2026. The constitution gives the office the oath, the nomination of a mandatar, and a share of the Defence and Security Council. It does not give him a personal statute book. The Skupština elects governments. Europe Now runs a party. He left that party on 24 February 2024.

He is not a Ukraine co-belligerent on this catalog. ukraine-war is not minted and is not attached. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.

The substitute-ticket file is dated. Europe Now nominated him after the State Electoral Commission rejected Milojko Spajić over Serbian dual citizenship. On 2 April 2023 he defeated Milo Đukanović. AP recorded official results of about 59 percent (AP (opens in a new tab)). AP also recorded that his candidacy had backing from an alliance that included parties advocating closer ties with Serbia as well as Russia, and that he denied Đukanović’s allegation that the coalition was pushing Montenegro back under Serbian and Russian influence. Those adjectives are neighbouring. The Fact stored here is the completed runoff. Đukanović is named. He is not minted. Milojko Spajić is the live counterpart on the rejected candidacy.

The oath file is official. On 20 May 2023 he was sworn in at the Skupština in Podgorica. HRT recorded that this was the first inauguration away from Cetinje since 1998 (HRT (opens in a new tab)). Regional guests included Aleksandar Vučić, Zoran Milanović, Željka Cvijanović, Denis Bećirović, and Vjosa Osmani. Aleksandar Vučić is live. The other names are unresolved. Skipping Cetinje is a completed protocol act in an identity-polarised country.

The rupture file is dated. On 24 February 2024 he resigned from all Europe Now posts on X. Vijesti published the text: the movement’s way of working contradicted the promises of transparency, competence, and European political culture made at founding (Vijesti (opens in a new tab)). Europe Now answered the same day that his intention to obstruct the 44th government and the party had long been noticeable and that it was good he had left so that society would not suffer from personal dissatisfaction (Vijesti (opens in a new tab)). Dual-power signalling is the stored instrument. A later interview about forming a new party is neighbouring, not a gazette.

On 28 August 2023, before the cabinet vote, he said the “winning energy” after the presidential election had been “shattered” by disagreements over government formation and appealed for a more transparent process. That is neighbouring colour on the same dual-executive file.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. Ending Đukanović’s presidency is a completed runoff. It is stored. It is not a rebate of 24 February 2024. Nominating Spajić as mandatar on 10 August 2023 is neighbouring procedure. IBAR on 26 June 2024 is a government-and-Brussels act, not this Contribution.

Contributions and limits of responsibility

He ran. He took the oath. He resigned from Europe Now. He does not sit as the DIK that rejected Spajić. He does not sit as Mandić in the speaker’s chair. He does not sit as the 46-vote majority. Sharing an inauguration photo with Vučić is not a reason to drop 20 May 2023.

Causal chain through facts

2 April 2023 strengthens milatovic-post-djukanovic as the completed substitute ticket. 20 May 2023 completes the oath away from Cetinje. 24 February 2024 writes the Europe Now rupture into the same presidency. None of those dates hangs on ukraine-war, territorial-revisionism, state-repression, or Glavlit media-freedom. He connects to the mechanism only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative once the rupture is stored beside the runoff: a completed post-Đukanović ticket, a Cetinje skip, and a party split while the 44th government ran. It does not say he obstructed every later statute. It does not invent a unique new-party integer. A later genuine party gazette or a completed constitutional crisis would be a different fact with a different date. Milo Đukanović and Andrija Mandić remain names on this file, not invented biographies.
