Net positiveFormula-derived score

The through-line is a dual-citizenship presidential rejection, a 46-vote cabinet that priced Europe Now’s EU pitch on a For the Future of Montenegro speakership, and a US court table that names him as a personal Terraform Labs investor. A living ruler is scored on those instruments, not as a Brussels sticker. The largest positive offset is “Skupština elects the 44th government after a For the Future of Montenegro speakership bargain” (2023).

Editorial assessment (context, not the score)

The heaviest documented costs sit on three clusters, not on a personality adjective.

First, the dual-citizenship gate. On 19 February 2023 the State Electoral Commission rejected his presidential candidacy after it was established that he held Serbian as well as Montenegrin citizenship (Al Jazeera Balkans (opens in a new tab)). He later said he obtained Serbian citizenship in 2009 so that he could travel to Japan without a visa. Jakov Milatović ran instead. He is unresolved.

Second, the cabinet price. On 31 October 2023 the Skupština elected the 44th government. Reuters recorded 46 votes in an 81-seat chamber and that For the Future of Montenegro, led by Andrija Mandić, agreed to vote for the cabinet in exchange for the parliament speakership and later ministerial posts (Reuters (opens in a new tab)). RTCG recorded the same completed vote. Mandić is named. He is not minted. Ursula von der Leyen visited Podgorica the same day.

Third, crypto adjacency. The Elbaum declaration filed 19 April 2024 in S.D.N.Y. 1:23-cv-01346 lists “Milojko Spajic” at $75,000 for Luna tokens on 17 April 2018. Vijesti published the table on 18 June 2024. He had treated the investment as a Das Capital SG matter. The $75,000 figure is the court figure. A $90 million peak-value counterfactual is not stored as a realized integer. RFE/RL later recorded incomplete ASK crypto listings. That is neighbouring, not a completed personal conviction.

Confidence is high on Reuters, RTCG, Al Jazeera Balkans, and the Elbaum table, and medium where later ASK restatements and untried Do Kwon-extradition politics sit between a signature and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Milojko Spajić has been Prime Minister of Montenegro since 31 October 2023. He remains in office on 4 September 2026. The constitution gives the office agenda power and the right to propose a cabinet. It does not give him a personal statute book. The Skupština elects. The DIK registers candidates. A New York court tables investors. He is also president of Europe Now, which is why a coalition arithmetic signed with For the Future of Montenegro is on this file.

He is not a Ukraine co-belligerent on this catalog. ukraine-war is not minted and is not attached. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.

The dual-citizenship gate is dated. On 19 February 2023 the State Electoral Commission rejected his presidential candidacy after Serbian dual citizenship was established (Al Jazeera Balkans (opens in a new tab)). CEMI’s civic monitoring of the 2023 presidential cycle records the same rejection and treats it as the most contentious candidate-registration decision of that cycle. He later said he obtained Serbian citizenship in 2009. Europe Now then nominated Jakov Milatović, who defeated Milo Đukanović on 2 April 2023. Both men are named. This run does not mint a page for either.

The cabinet file is official. On 31 October 2023, after an overnight debate, 46 lawmakers in the 81-seat Skupština backed the 44th government (RTCG (opens in a new tab); Reuters (opens in a new tab)). Reuters recorded that the pro-Serb alliance For the Future of Montenegro, led by Andrija Mandić, agreed to vote for the cabinet in exchange for the parliament speakership and four ministerial posts after a later reshuffle. Euronews and AP recorded protests against Mandić’s election as speaker the day before. Mandić is an unresolved person candidate. Dritan Abazović, the outgoing prime minister, is unresolved. Ursula von der Leyen met the new office the same day and called Montenegro a frontrunner; that visit is neighbouring prestige, not a rebate of the speakership price.

The crypto file is a court table, not a cartoon. On 19 April 2024 SEC Assistant Chief Accountant Avron Elbaum filed a declaration in SEC v. Terraform Labs Pte Ltd. and Do Hyeong Kwon, S.D.N.Y. 1:23-cv-01346, listing “Milojko Spajic” as a $75,000 Luna-token purchaser on 17 April 2018 (Elbaum declaration (opens in a new tab)). Vijesti published the table in Montenegro on 18 June 2024. Bloomberg recorded the same personal-investor reading. He had previously treated the investment as a Das Capital SG matter. The $75,000 figure is the court figure. A later claim that the holding was worth about $90 million at the 2022 peak is a counterfactual, not a realized integer stored here. Do Kwon’s March 2023 arrest in Podgorica and the 27 December 2024 Justice Ministry extradition to the United States are neighbouring. They are not stored as his completed conviction.

RFE/RL reported in August 2024 that ASK filings from 2021–2022 listed no crypto, and that an April 2023 filing listed bitcoin, ethereum, binance and tether without values. ASK is the Agency for the Prevention of Corruption. Incomplete listings are opacity. They are not converted here into a criminal judgment.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A 26 June 2024 positive IBAR on chapters 23 and 24 is a completed accession-conference act (EEAS (opens in a new tab)). It is neighbouring. Justice minister Andrej Milović accused the prime minister of claiming credit while excluding the justice ministry from the Brussels delegation; that quarrel is neighbouring, not a rebate. Europe Now 2 wage and pension instruments from the finance-minister years are a different date. They are not padded onto this chain.

Contributions and limits of responsibility

He owned the 31 October 2023 cabinet as mandatar and as Europe Now president. He took the oath. He does not sit as the DIK that rejected him in February. He does not sit as Mandić in the speaker’s chair. He does not sit as Elbaum. Sharing a coalition with Aleksa Bečić’s Democrats is not a reason to drop the ZBCG speakership row. It is a reason not to treat every Democrat interior act as his unique authorship.

Causal chain through facts

19 February 2023 strengthens spajic-eu-path-polarisation as a dual-citizenship gate on the EU-path brand. 31 October 2023 completes the cabinet that priced that brand on an identity-bloc speakership. 19 April 2024 writes a personal Terraform line into a US court table while he was already prime minister. None of those dates hangs on ukraine-war, territorial-revisionism, state-repression, or Glavlit media-freedom. He connects to the mechanism only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: a completed dual-citizenship rejection, a 46-vote cabinet cashed against a For the Future of Montenegro speakership, and a personal $75,000 Terraform line. It does not say he was convicted with Do Kwon. It does not invent a Luna peak-value integer, a census ethnicity integer, or a unique later accession coefficient. A later genuine ASK restatement, a completed personal conviction, or a cabinet without the identity-bloc price would be a different fact with a different date. Jakov Milatović, Andrija Mandić, Dritan Abazović, and Milo Đukanović remain names on this file, not invented biographies.
