On 31 October 2023 Montenegro’s parliament elected the 44th government with Milojko Spajić as prime minister.

Context

Andrija Mandić is an unresolved person candidate. Dritan Abazović is unresolved. Ursula von der Leyen visited Podgorica the same day. Protests against the speakership the day before are neighbouring.

Speakership 30 October; cabinet 31 October; IBAR 26 June 2024. Store the Skupština vote. Keep Skupština elects the 44th government after a For the Future of Montenegro speakership bargain on 2023-10-31 separate from neighbouring 19 February 2023 DIK rejection, 11 June 2023 parliamentary election, 31 October 2023 cabinet vote, 19 April 2024 Elbaum declaration, 26 June 2024 IBAR, and 27 December 2024 Do Kwon extradition.

The Prime Minister of Montenegro proposes the cabinet, chairs the Council of Ministers, and is the Europe Now leader who can bind the party to a coalition arithmetic. He does not sit as the State Electoral Commission, as the Skupština speaker, as Judge Jed S. Rakoff, or as the European Commission. A 31 October 2023 vote is not authorship of every later IBAR chapter. A 2018 token purchase is not a completed Montenegrin criminal conviction unless a court so holds on its own row.

Why it matters

The path is the completed cabinet that an EU-path party cashed against an identity-bloc speakership. Procedure is not a rebate of the bargain.

What the sources establish

Reuters and RTCG recorded 46 votes in favour in an 81-seat chamber after an overnight debate. Reuters recorded that For the Future of Montenegro, led by Andrija Mandić, agreed to vote for the cabinet in exchange for the parliament speakership and later ministerial posts.

Radio Televizija Crne Gore carries the official instrument or communique. Reuters records the same dated act independently.

Established: The Skupština elected the 44th government on 31 October 2023 with 46 votes, and Reuters recorded the For the Future of Montenegro speakership price.

Not established: A unique four-year stability coefficient, or that every later IBAR chapter was already closed that morning.

The Skupština voted. Mandić’s alliance supplied the named arithmetic. He did not sit as speaker.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Skupština elects the 44th government after a For the Future of Montenegro speakership bargain, not a later speech about Skupština elects the 44th government after a For the Future of Montenegro speakership bargain.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He was the mandatar and Europe Now president. The Skupština voted. He did not sit as speaker. That limit is the alternative to treating office-holding as authorship of every later series.
