On 19 February 2023 Montenegro’s State Electoral Commission rejected Milojko Spajić’s candidacy for the 2023 presidential election after it was established that he held Serbian as well as Montenegrin citizenship. Europe Now then nominated Jakov Milatović.

Context

He later said he obtained Serbian citizenship in 2009 so that he could travel to Japan without a visa. Jakov Milatović and Milo Đukanović are unresolved person candidates. This run does not mint them.

DIK 19 February; runoff 2 April; parliamentary list 11 June. Store the DIK rejection as the first instrument. Keep State Electoral Commission rejects Spajić’s presidential candidacy over Serbian dual citizenship on 2023-02-19 separate from neighbouring 19 February 2023 DIK rejection, 11 June 2023 parliamentary election, 31 October 2023 cabinet vote, 19 April 2024 Elbaum declaration, 26 June 2024 IBAR, and 27 December 2024 Do Kwon extradition.

The Prime Minister of Montenegro proposes the cabinet, chairs the Council of Ministers, and is the Europe Now leader who can bind the party to a coalition arithmetic. He does not sit as the State Electoral Commission, as the Skupština speaker, as Judge Jed S. Rakoff, or as the European Commission. A 31 October 2023 vote is not authorship of every later IBAR chapter. A 2018 token purchase is not a completed Montenegrin criminal conviction unless a court so holds on its own row.

Why it matters

The path is spajic-eu-path-polarisation: a completed dual-citizenship gate on the same EU-path brand that later priced a cabinet.

What the sources establish

Al Jazeera Balkans carries the official instrument or communique. Centre for Monitoring and Research (CEMI) records the same dated act independently.

Established: The State Electoral Commission rejected his presidential candidacy on 19 February 2023 after Serbian dual citizenship was established.

Not established: A unique later visa-travel coefficient, or that the DIK session was already a completed criminal finding.

The DIK decided. Europe Now then nominated Milatović. He did not sit as the Commission.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies State Electoral Commission rejects Spajić’s presidential candidacy over Serbian dual citizenship, not a later speech about State Electoral Commission rejects Spajić’s presidential candidacy over Serbian dual citizenship.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He filed the candidacy. The DIK decided. Europe Now then nominated Milatović. He did not sit as the Commission. That limit is the alternative to treating office-holding as authorship of every later series.
