The heaviest documented costs sit on two clusters, not on a personality adjective.

First, sanctions non-alignment on one Ukraine war. On 25 February 2022 he said Serbia respects Ukraine’s territorial integrity and considers Russia’s military action wrong, and will not impose sanctions on Moscow (Reuters (opens in a new tab)). A later UNGA condemnation vote is a neighbouring hedge, not a rebate. This attaches to ukraine-war, already minted on the first chain target. He is not stored as a co-belligerent. Troop despatch is not invented.

Second, a deadly infrastructure brand. On 1 November 2024 a concrete canopy at Novi Sad’s renovated railway station collapsed. Day-of wires reported 14 dead. RFE/RL recorded a sixteenth victim on 21 March 2025. AP’s anniversary file states 16 killed. This page uses that sourced 16. It does not invent a unique first-hour integer and does not store a completed manslaughter conviction of the president. Miloš Vučević and Goran Vesić are unresolved. Identity and office

Aleksandar Vučić has been president of Serbia since 31 May 2017 after a 2014–2017 premiership. The prime minister is formally the head of government. In practice SNS makes the president the centre. On 27 June 2026 he announced a resignation; that is a speech, not a completed gazette in the wires used here.

The Ukraine file is one driver, already minted. This page reuses ukraine-war for sanctions non-alignment. It does not mint a second Ukraine war. It does not store him as a co-belligerent. It does not hang Kosovo on territorial-revisionism.

On 25 February 2022, after a National Security Council meeting, he said Serbia would not impose sanctions on Moscow and still called the invasion wrong. Energy dependence and Russia’s Kosovo UN line sat in the same remarks.

The Novi Sad file is dated. On 1 November 2024 a concrete canopy at the renovated railway station collapsed. President Vučić addressed the nation the same day. Chinese and European contractors sat in the renovation neighbourhood; Serbian Railways said the canopy itself had not been reconstructed. Students protested for more than a year. The offsets that a commissioned-positive portrait would lead with are real only where dated. A certified 2017 presidential oath is procedure.
