Goïta junta and AES break
Goïta junta and AES break is one continuing domestic-and-regional mechanism in Mali: a special-forces colonel who led the August 2020 and 24 May 2021 coups, was named interim president by the Constitutional Court on 28 May 2021, signed the Liptako-Gourma Charter establishing the Alliance of Sahel States on 16 September 2023, then joined the 28 January 2024 joint communiqué withdrawing Mali from ECOWAS. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Goïta junta and AES break is one continuing domestic-and-regional mechanism in Mali: a special-forces colonel who led the August 2020 and 24 May 2021 coups, was named interim president by the Constitutional Court on 28 May 2021, signed the Liptako-Gourma Charter establishing the Alliance of Sahel States on 16 September 2023, then joined the 28 January 2024 joint communiqué withdrawing Mali from ECOWAS. It is a mechanism, not a pan-African brochure and not a Soviet-scope repression row.
The driver is not the 2012 northern war as a second name on this page. It is not Ukraine and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space — can move with this file or against it. They do not replace it. A Wagner-or-Africa-Corps anecdote is not this node unless a dated Goïta instrument names it. This node is the 2021 court investiture, the AES charter, and the ECOWAS withdrawal.
It applies to Mali from the 24 May 2021 coup through the AES/ECOWAS break. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.
The legal core is the Constitutional Court’s 28 May 2021 ruling, S/2023/695 (certified Liptako-Gourma Charter, signed 16 September 2023), and S/2024/120 (joint communiqué of 28 January 2024). A speech that calls the junta a security correction does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, a second coup. On 24 May 2021 soldiers detained transitional president Bah Ndaw and prime minister Moctar Ouane. On 28 May the Constitutional Court declared Goïta interim president to “lead the transition process to its conclusion.” Ndaw is unresolved. Elections promised for 2022 did not occur on that clock.
Second, a mutual-defence junta pact. On 16 September 2023 he signed the Liptako-Gourma Charter with Ibrahim Traoré and Abdourahamane Tiani, establishing AES collective defence. They are not minted here. Later WAVE B targets own their own drivers.
Third, a break with the regional civilian-rule bloc. On 28 January 2024 the three juntas announced immediate ECOWAS withdrawal. ECOWAS said withdrawal takes a year under its protocol.
Fourth, command. He is transitional president and commander. Sharing execution with Traoré and Tiani is not a reason to drop 16 September 2023 from his signature. It is a reason not to mint them.
Timing is days for a coup and years for a transition that does not end. A later genuine election would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a jihadist body-count invented here.
Evidence base
The best evidence is the court ruling, the UN-circulated charter, and the UN-circulated communiqué.
Reuters, 28 May 2021, on the Constitutional Court (https://www.reuters.com/world/africa/malis-top-court-declares-coup-leader-goita-interim-president-2021-05-28/ (opens in a new tab)). S/2023/695, Liptako-Gourma Charter (https://documents.un.org/doc/undoc/gen/n23/190/40/pdf/n2319040.pdf (opens in a new tab)). Reuters, 16 September 2023, on the AES signing. S/2024/120, 28 January 2024 joint communiqué. Reuters, 28 January 2024, on the ECOWAS exit.
This page does not invent a unique JNIM/ISGS death integer or a unique IDP stock as Contribution.size.
Evidence is strongest for the court title, the signed charter, and the communiqué. It is weaker for any unique first-day coup casualty. It is weakest where a pan-African slogan is asked to rebate the 2021 detention of Ndaw.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when a court names a coup leader interim president and promised elections slip. Horizon: a reporting year. Confidence: high for the dated court and ISIE-absent later returns.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening junta rule and the AES break reduces a higher-is-better say-in-government reading. That is the opposite of treating AES as a democratic dawn.
Interactions and contested points
The mechanism interacts with electoral integrity when a promised 2022 poll does not occur. Offsetting is the claim that French Barkhane or ECOWAS sanctions rebate the coup. Those can be stored as neighbourhood. They do not cancel 24 May 2021.
The strongest competing view is that AES is strictly anti-jihadist self-defence. The charter is a collective-defence instrument among three juntas. This page stores that text. It does not invent a unique later KIA coefficient.
A second competing view is that this is Ukraine or eastern-drc-m23-rdf. It is not.
Established: 28 May 2021 court title; 16 September 2023 AES signature; 28 January 2024 ECOWAS communiqué. Not established: a unique jihadist census, or minted Traoré/Tiani/Ndaw pages. A later genuine contest would be a new fact. It would not rename this driver as a security success.
