Morales parallel MAS

Morales parallel-MAS is one continuing Bolivian mechanism: the 21 February 2016 referendum that rejected a further consecutive term, the 28 November 2017 TCP judgment 0084/2017 that set aside term limits as a human-rights claim, the 20 October 2019 election that OAS auditors later said they could not validate, the 10 November 2019 resignation, the 2023–2025 parallel MAS machine against Luis Arce, the November 2024 TCP that recognised Grover García and barred Morales on term limits…

What this driver is

Morales parallel-MAS is one continuing Bolivian mechanism: the 21 February 2016 referendum that rejected a further consecutive term, the 28 November 2017 TCP judgment 0084/2017 that set aside term limits as a human-rights claim, the 20 October 2019 election that OAS auditors later said they could not validate, the 10 November 2019 resignation, the 2023–2025 parallel MAS machine against Luis Arce, the November 2024 TCP that recognised Grover García and barred Morales on term limits, and the 2025 extra-party candidacy attempts and cocalero blockades.

Neighbouring mechanisms — OAS audits, TSE counts, Arce-dated rows — can move with this file or against it. They do not replace it. A coca leaf is not this node. This node is a referendum overridden by a court, a 2019 count OAS would not validate, and a post-office parallel machine.

It applies to Bolivia from the 2016 referendum through the 2025 extra-party attempts.

The legal core is the 21 February 2016 referendum, TCP 0084/2017, the OAS 2019 electoral-integrity analysis, the 10 November 2019 resignation, and the November 2024 TCP MAS/term-limit cluster. A campaign adjective does not change those texts.

Mechanism

The file moves welfare through named channels.

First, a referendum overridden. On 21 February 2016 voters rejected amending Article 168. OAS observed. On 28 November 2017 the TCP sitting en banc set aside term limits citing the American Convention. That is the parent of the 2019 fourth-term ticket.

Second, a 2019 count OAS would not validate. On 20 October 2019 Morales was declared winner. TREP stopped. OAS’s December 2019 integrity analysis recorded hidden servers and operations it said made results impossible to validate. CEPR and later academic papers contested the statistical jump. Store both. On 10 November he resigned after the police and military withdrew support. Deaths in the unrest are contested across IACHR, government, and later compilations.

Third, a parallel machine after return. Morales came back in 2020 as Arce took office. From 2023 he ran a parallel MAS against the sitting president. In November 2024 the TCP recognised the El Alto congress and barred him on term limits. In 2025 extra-party vehicles including Pan-Bol were blocked by TSE. Blockades sat as neighbouring protest weather.

Evidence base

The best evidence is TSE referendum prints, TCP 0084/2017, OAS 2016 and 2019 reports, and same-week Reuters/AP wires.

OAS observed the 2016 referendum and audited 2019. Reuters recorded the resignation and the 2024–25 court cluster. Infobae recorded the TCP MAS leadership. Luis Arce is the live counterpart on the fracture neighbourhood.

Evidence is strongest for a referendum night, a TCP date, and a resignation date. It is weaker for any unique 2019 death total. This page does not invent one.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into electoral-integrity and polarisation series only where a sourced path exists.

An education, CPI, or WJP path does not follow from a 2016 referendum without a sourced channel. Missing coefficients stay missing. This catalog does not clone family-template DII onto the node.

The welfare sign of strengthening this driver is negative: a referendum overridden, a 2019 count OAS would not validate, and a parallel machine after leaving office. 2006–14 poverty-reduction prints are neighbouring historical series. They do not rebate 10 November 2019.

Interactions and contested points

The mechanism interacts with Arce-dated rows and with OAS/CEPR disagreement on 2019 statistics. Reinforcement is obvious when 2016, 2017, and 2019 sit in one candidacy. Offsetting is the claim that 2019 was a coup against a valid win. Store the OAS audit, the CEPR contest, and the resignation.

The strongest competing view is that TCP 0084/2017 was a human-rights correction. The 2016 referendum had already answered Article 168. Store both.

Established: 21 February 2016 NO; TCP 0084/2017; OAS 2019 integrity analysis; 10 November 2019 resignation; November 2024 TCP MAS/term cluster. Not established: a unique 2019 death total, a unique later fraud integer as Contribution.size, or that CEPR erases the OAS server findings. A later conviction or a later extra-party registration would be a new fact. It would not rename this driver as a 2006 poverty miracle. Sharing a MAS brand with Arce is not a reason to drop Morales-dated rows. It is a reason to keep 2016, 2017, and 2019 on this node rather than on a 2020 recovery sticker.

What is documented

Evo Morales's post-presidential power has increasingly operated alongside, and at times against, the formal leadership of the Movement Toward Socialism and the Bolivian state. After Luis Arce won the presidency in 2020, the former allies developed competing claims over the party, candidate selection, social movements, and the meaning of the MAS project. By 2024 the split was institutional. Arce-aligned party structures moved to replace Morales's long-standing leadership, while Morales retained strong support among coca-grower organisations and other bases in Cochabamba. Road blockades and mobilisations became part of the contest. The failed June 2024 military action against Arce occurred in a country already destabilised by this factional conflict and by economic stress. In November 2024 Arce's faction celebrated a ruling that ratified a new party leadership without Morales. Morales nevertheless proclaimed another presidential candidacy in April 2025. A constitutional-court decision then upheld the two-term limit, and the May candidate-registration deadline passed without him on the ballot.

Who moves this driver

Evo Morales is the central actor because he continued to claim leadership and presidential eligibility outside the party structure recognised by his rivals. Luis Arce moves the opposing pole through control of the presidency and support for the alternative MAS leadership. The driver should not equate Morales's social base with a private militia or illegal organisation. Parallel power here is political and organisational: rival authority over a mass party, affiliated movements, candidacy, and street mobilisation.

Welfare pathways

The participation pathway is Having a say in government. A competitive left can broaden choice, but prolonged battles over party registration and candidate eligibility can also make internal political power depend more on courts and blockades than on transparent party procedures. The stability route is Political stability and absence of violence gap from the highest governance score, where a larger gap is adverse. Recurrent blockades, confrontation with police, and fears of institutional rupture can widen that gap even without a civil conflict.

What is uncertain

Morales's exclusion from the 2025 ballot has a constitutional basis that should not be rewritten as a simple Arce decree. At the same time, court decisions in a polarised institutional environment can be politically contested without being automatically invalid. The size of Morales's durable support is also difficult to infer from mobilisation because organised movements can exert influence disproportionate to national vote share. Bolivia's shortages and fiscal problems have independent economic causes. This driver should therefore remain about rival political authority: who controls the party name, who can register candidates, who can mobilise affiliated organisations, and whether disputes are settled by transparent institutions rather than coercive vetoes.

The distinction between movement leadership and state authority is especially important in Bolivia because MAS grew out of organised social sectors rather than functioning only as an electoral label. Morales can therefore retain real bargaining power without holding a state office, while Arce can hold the presidency without controlling the entire movement that brought him there. That asymmetry can be democratic when organisations openly contest leadership; it becomes damaging when rival sides use institutional capture, indefinite blockades, threats, or procedural exclusion to make ordinary competition impossible. Future updates should track party congresses, electoral recognition, court rulings, candidate registration, negotiated settlements, and the duration and coercive effects of mobilisations rather than infer power from speeches or crowd size alone.
