Russia sanctions regime (2022+)
Russia sanctions regime (2022+) is one continuing coalition-and-unilateral restrictive-measures mechanism aimed at the Russian Federation after the 21–24 February 2022 recognition of the so-called Donetsk and Luhansk “people’s republics” and the full-scale invasion recorded on ukraine-war. The war stays on ukraine-war. Its strongest welfare pathway: it strengthens Global Consumer Price Inflation (annual %), a better welfare reading.

What this driver is
Russia sanctions regime (2022+) is one continuing coalition-and-unilateral restrictive-measures mechanism aimed at the Russian Federation after the 21–24 February 2022 recognition of the so-called Donetsk and Luhansk “people’s republics” and the full-scale invasion recorded on ukraine-war. The war stays on ukraine-war. This node is the sanctions file: listings, sectoral bans, messaging-service cuts, central-bank transaction bans, energy embargoes, a price-cap exemption, and later anti-circumvention packages.
The driver is not sanctions-pressure as a generic metric that already dual-homes Iran, DPRK, Venezuela, and Russia facts onto a World Bank trade-share proxy. It is not sanctions-enforcement-effectiveness, which is the neighbouring meter for whether a listing actually binds. They do not replace it.
It applies from 21 February 2022, when the United States issued Executive Order 14065 covering the so-called DNR and LNR regions, through 22–24 February OFAC actions under E.O. 14024, the Union’s 25 February 2022 amendment of Regulation 833/2014, the 28 February central-bank transaction ban, the 1–2 March SWIFT messaging prohibition for named banks, the 3 June 2022 sixth-package seaborne oil embargo already stored as Union agrees a seaborne Russian oil embargo in the sixth sanctions package, the 6 October 2022 price-cap legal basis, and the 5 December 2022 crude price-cap in force. It is not hung on territorial-revisionism (1918–45). It is not a Soviet-scope row.
The legal core is E.O. 14065 (21 February 2022), E.O. 14024 as used on 22 and 24 February 2022, Council Regulation (EU) 2022/328 of 25 February 2022, Council Regulation (EU) 2022/334 of 28 February 2022 (airspace plus transactions with the Bank of Russia), Council Regulation (EU) 2022/345 of 1 March 2022 (specialised financial messaging from 12 March 2022), Council Regulation (EU) 2022/879 of 3 June 2022 (Article 3m oil import ban), Council Regulation (EU) 2022/1904 of 6 October 2022 (price-cap exemption architecture), and the 2–5 December 2022 Price Cap Coalition level for seaborne crude. UNGA resolution ES-11/1 of 2 March 2022 documents the aggression; it is not itself a sanctions statute. A speech that calls the file “illegal unilateral coercion” does not repeal those instruments.
Mechanism
The file moves welfare through named channels.
First, financial isolation of named banks and of the Bank of Russia. On 22 February 2022 OFAC designated VEB and Promsvyazbank under E.O. 14024 after Joe Biden signed E.O. 14065 the day before. On 24 February OFAC designated VTB, Otkritie, Sovcombank, and Novikombank, issued Directive 2 (correspondent/payable-through accounts, Sberbank in Annex 1, effective 26 March 2022) and Directive 3 (new debt and equity). On 28 February OFAC issued Directive 4 prohibiting transactions involving the Central Bank of the Russian Federation, the National Wealth Fund, and the Ministry of Finance. The same day, Council Regulation (EU) 2022/334 prohibited transactions related to the management of Bank of Russia reserves. Immobilised reserve headlines later cited by G7 and Union politicians are political figures; they are not stored here as a unique size. The Bank of Russia’s own 28 February capital-control cluster is a completed response by its then governor; that governor is not a published person node and is not minted here.
Second, messaging and euro-cash. Council Regulation (EU) 2022/345, published 2 March 2022, inserted Article 5h: from 12 March 2022 it is prohibited to provide specialised financial messaging services to Bank Otkritie, Novikombank, Promsvyazbank, Bank Rossiya, Sovcombank, VEB, and VTB, and to majority-owned Russian subsidiaries. Article 5i banned euro-denominated banknote export to Russia. The sixth package later added Sberbank, Credit Bank of Moscow, and Rosselkhozbank to Annex XIV from 14 June 2022. SWIFT is an organisation, not a person. A later “how many banks” integer is a list-count from the annex, not a Contribution.size invented here.
Third, energy. Council Regulation (EU) 2022/879 of 3 June 2022 inserted Article 3m: a prohibition on purchase, import, or transfer of listed crude and petroleum products originating in or exported from Russia, with transitional windows to 5 December 2022 (crude) and 5 February 2023 (products), and a pipeline derogation for specified landlocked members. On 6 October 2022 Regulation 2022/1904 built the maritime-services prohibition and the price-cap exemption. On 2 December 2022 the G7 and Australia stated a maximum of 60 U.S. dollars per barrel for seaborne Russian-origin crude; the Council set that level as applicable from 5 December 2022. Reuters recorded that the cap sat close to the then market print and that Moscow said it would not sell under it.
Fourth, listings, dual-use, and later anti-circumvention. Regulation 2022/328 of 25 February 2022 expanded dual-use and technology controls under the 833/2014 chassis. Ursula von der Leyen proposed successive Commission packages; the Council decided. Viktor Orbán is a live counterpart on the pipeline-exemption politics already attached to the sixth-package Fact. Vladimir Putin remains the addressee of the coercion, not a minted twin of this page.
Fifth, spillover onto households and third countries. Energy-price spikes in 2022 moved with the embargo, with TTF gas, and with the war itself. inflationary-pressure is the metric neighbour; this file does not invent a unique percentage-point of CPI as size. A shadow fleet is a circumvention method; it does not rename this driver as a failed brochure.
Timing is hours for a designation, ten days for the first SWIFT cut, months for oil-embargo windows, and years for later packages still amending 833/2014. A later genuine repeal or a completed confiscation statute would be a new fact. It would not hang this driver on Glavlit or split Crimea, Donbas, and 2022 into a second war.

Evidence is strongest for the dated regulations, executive orders, and OFAC directives. It is weakest where a later package count is asked to prove that enforcement closed every shadow tanker. sanctions-enforcement-effectiveness is that neighbouring question.
This page does not invent a unique GDP contraction, a unique oil-revenue shortfall, a unique listing census, or Contribution.size. Contested macro figures require the named statistical instrument (Rosstat, Eurostat HICP, IEA oil-price prints) on their own rows.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into household price series and a second-order, contested channel into the war’s finance — not into UCDP deaths as a family-template clone of ukraine-war.
- Global consumer price inflation: direction higher when an energy embargo, a messaging cut, and a war-year gas shock hit the same CPI basket. Horizon: months to a couple of reporting years. Confidence: medium. The 2021–23 inflation surge also had COVID reopening, freight, and fiscal-stimulus neighbours; this file does not claim a unique percentage-point. The indicator is lower-is-better, so strengthening this sanctions-and-energy cluster is a negative welfare direction on that series unless a later sourced disinflation channel is shown.
An organised-violence death path does not follow from a SWIFT article without a sourced finance-to-firepower coefficient. That coefficient is missing. Missing coefficients stay missing. ukraine-war already carries the death and displacement edges.
The welfare sign of the driver on household inflation is negative: completed oil and financial measures raised the cost of energy and of some traded goods for Union and partner households while attempting to tax the aggressor’s export earnings. That dual effect is the criticism-first record, not a rehabilitation of the invasion and not a claim that the file “worked” as a unique later victory integer.
Interactions and contested points
The mechanism interacts with sanctions-pressure because the sixth-package oil Fact already strengthens that metric. Reinforcement is obvious when an embargo and a price spike sit on the same winter. Offsetting is the Price Cap Coalition’s stated aim to keep barrels on the water below a cap — Reuters noted the 60-dollar level was close to the then market print.
The strongest competing view is that the file is illegitimate “unilateral coercion” outside the UN Charter because the Security Council could not act. Sergey Lavrov and Vladimir Putin advanced that line. UNGA ES-11/1 of 2 March 2022 recorded the aggression by a large majority; it did not authorise these autonomous measures. This page stores the autonomous instruments and the Assembly text. It does not convert a vetoed Council draft into a completed UN sanctions regime.
A second competing view is that the file failed because Russian crude still sailed, a shadow fleet formed, and India and China bought. Leakage is real and already neighbouring.
A third competing view is that this is ukraine-war. It is not. The invasion is the war. This node is the sanctions chassis.
Not established: a unique immobilised-reserve size, a unique GDP or oil-revenue integer, a unique later CPI coefficient, or minted pages for the Bank of Russia governor or the then U.S. Treasury secretary. A later genuine confiscation statute or a dated repeal would be a new fact. It would not rename this driver as a technician success or split the war.
