Tiani 2023 Niger coup
Tiani 2023 coup Niger is one continuing domestic-and-regional mechanism in Niger: the presidential-guard commander who on 26 July 2023 detained elected president Mohamed Bazoum, was declared CNSP head of state on 28 July, signed the Liptako-Gourma Charter on 16 September 2023, and joined the 28 January 2024 ECOWAS-withdrawal communiqué. It is a mechanism, not a pan-African brochure and not a Soviet-scope repression row. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Tiani 2023 coup Niger is one continuing domestic-and-regional mechanism in Niger: the presidential-guard commander who on 26 July 2023 detained elected president Mohamed Bazoum, was declared CNSP head of state on 28 July, signed the Liptako-Gourma Charter on 16 September 2023, and joined the 28 January 2024 ECOWAS-withdrawal communiqué. It is a mechanism, not a pan-African brochure and not a Soviet-scope repression row.
The driver is not Bazoum’s 2021 election as a second name on this page. It is not Ukraine and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space — can move with this file or against it. They do not replace it. A unique jihadist death integer is not this node. This node is 26–28 July 2023, the AES charter, and the ECOWAS exit.
It applies to Niger from the 26 July 2023 detention through AES and the ECOWAS break. It is not proxy-war-intensity (1919–50) and not territorial-revisionism. It is not goita-junta-and-aes-break and not traore-junta-aes; those are Mali’s and Burkina Faso’s owned slugs.
The legal core is the 26 July televised CNSP statement, the 28 July declaration naming Tiani head of state, S/2023/695 (Liptako-Gourma Charter), and S/2024/120 (28 January 2024 communiqué). A speech that calls the coup a security correction does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, detention of an elected president. On 26 July 2023 presidential-guard soldiers held Bazoum in the palace. Colonel Amadou Abdramane announced on television that institutions were suspended, borders closed, and a curfew imposed. On 28 July Tiani appeared as CNSP president and head of state; the constitution was suspended. Bazoum is unresolved. This page does not invent a unique detention-day integer as Contribution.size.
Second, AES. On 16 September 2023 he signed the Liptako-Gourma Charter with Assimi Goïta and Ibrahim Traoré. Both are live counterparts on their own drivers.
Third, ECOWAS rupture. On 28 January 2024 the three juntas announced immediate withdrawal. ECOWAS said its protocol takes a year.
Fourth, command. He commanded the guard that detained Bazoum and then the CNSP. Sharing AES signatures is not a reason to drop 16 September 2023.
Timing is hours for a palace detention and years for a transition that does not restore Bazoum. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a unique IDP stock invented here.
Evidence base
The best evidence is the 26–28 July television statements, the UN-circulated charter, and the UN-circulated communiqué.
Reuters, 26 July 2023 (https://www.reuters.com/world/africa/soldiers-nigers-presidential-guard-blockade-presidents-office-security-sources-2023-07-26/ (opens in a new tab)). Reuters, 28 July 2023, Tiani named head of state. S/2023/695. Reuters, 16 September 2023. S/2024/120. Reuters, 28 January 2024.
This page does not invent a unique JNIM death integer or a unique Bazoum-detention-day count as Contribution.size.
Evidence is strongest for the televised ouster, the signed charter, and the communiqué. It is weaker for any unique first-night casualty. It is weakest where a pan-African slogan is asked to rebate Bazoum’s detention.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when an elected president is detained by his own guard and the constitution is suspended. Horizon: a reporting year. Confidence: high for the dated TV statements.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening the 2023 coup reduces a higher-is-better say-in-government reading. That is the opposite of treating 26 July as a democratic dawn.
Interactions and contested points
The mechanism interacts with electoral integrity because Bazoum’s 2021 election was Niger’s first peaceful transfer. Offsetting is the claim that insecurity rebates the coup. Insecurity can be stored as neighbourhood. It does not cancel 26 July 2023.
The strongest competing view is that AES is strictly anti-jihadist self-defence against an ECOWAS invasion threat. The charter is a collective-defence instrument among three juntas. This page stores that text. It does not invent a unique later KIA coefficient.
It is not. Those slugs remain theirs.
Established: 26–28 July 2023 CNSP takeover; 16 September 2023 AES signature; 28 January 2024 ECOWAS communiqué. Not established: a unique militant census, a unique detention-day size, or a minted Bazoum page. It would not rename this driver as a security success.
