Yemen Houthi war / Red Sea shipping crisis
Yemen Houthi war / Red Sea shipping crisis is one continuing mechanism: Ansar Allah (the Houthis) firing on Israel-linked and then wider commercial shipping in the Red Sea and Gulf of Aden after 7 October 2023, the resulting rerouting of container lines, and the US–UK and allied strikes on Houthi sites from January 2024, as framed by Security Council resolution 2722 (10 January 2024). Its strongest welfare pathway: it strengthens Global deaths from organized violence (UCDP), a worse welfare reading.

What this driver is
Yemen Houthi war / Red Sea shipping crisis is one continuing mechanism: Ansar Allah (the Houthis) firing on Israel-linked and then wider commercial shipping in the Red Sea and Gulf of Aden after 7 October 2023, the resulting rerouting of container lines, and the US–UK and allied strikes on Houthi sites from January 2024, as framed by Security Council resolution 2722 (10 January 2024). It is a mechanism, not a mood and not a 1918–45 territorial-revisionism row. It is not the Gaza war as a second name.
The driver is not “freedom of navigation” as a slogan and not a single missile. Neighbouring mechanisms — israel-gaza-war, iran-israel-escalation, security-of-maritime-trade-routes, reliability-of-shipping-through-strategic-canals — can move with this file. They do not replace it. A Suez delay is a canal-meter neighbour. A True Promise barrage is an Iran–Israel file. This node is Houthi fire on shipping and the military reply in Yemen.
It applies to the Red Sea, Bab el-Mandeb, Gulf of Aden, and Houthi-held Yemen from the first post-October 2023 maritime attacks through S/RES/2722 and the January 2024 allied strikes. It is not the 2015 Saudi-led intervention as a duplicate name, and it is not the 1980s tanker war.
The legal neighbourhood is S/RES/2722 (2024), which condemns Houthi attacks on merchant and commercial vessels and demands they cease, and the UN Charter rules on the use of force that both the attacks and the replies invoke. A television adjective that calls a missile “solidarity” does not change the mechanism.
Mechanism
The crisis moves welfare through named channels.
First, maritime attack. From November 2023 Houthis claimed attacks on vessels they linked to Israel, then hit a wider set of commercial ships with missiles, drones, and small-boat seizures. Crews were taken. Some ships were damaged or sunk. This page does not invent a unique vessel-hit total.
Second, rerouting. Major carriers diverted around the Cape of Good Hope. Transit through Suez and the Red Sea fell. That is a dated commercial response, recorded by UNCTAD and carriers, not a Factrail TEU coefficient.
Third, Council command. On 10 January 2024 the Security Council adopted S/RES/2722, condemning the attacks, demanding they stop, and affirming navigational rights (https://undocs.org/S/RES/2722(2024) (opens in a new tab)). The text did not authorise a new war; it named the attacks.
Fourth, allied strikes. From 11–12 January 2024 the United States and United Kingdom, with others, struck Houthi radar, missile, and drone sites in Yemen, saying they were defending shipping. Subsequent rounds continued. Civilian harm from those strikes is reported and contested. This page does not invent a unique Yemeni civilian integer.
Fifth, command. Houthi political-military leadership in Sana’a directs the campaign. Abdul-Malik al-Houthi is unresolved. He is not minted.
Timing is hours for a missile and months for a rerouted schedule. A later dated ceasefire that restores Bab el-Mandeb transit would be a new fact. It would not hang this driver on Gaza as a substitute name.
Evidence base
The best evidence is S/RES/2722 plus contemporaneous independent reporting of attacks and strikes.
S/RES/2722 (10 January 2024) is the Council product. Reuters and AP recorded the first waves of Red Sea attacks in November–December 2023 and the 12 January 2024 US–UK strikes the same days. UNCTAD and IMO notices recorded rerouting. Those industry figures stay on the edge.
This page does not invent a unique attack count, a unique diverted-voyage total, or Contribution.size from an insurance index. Where 2722 recites attacks on merchant vessels, quote the resolution.
Evidence is strongest for a Council demand and a same-day strike report. It is weaker for any unique first-missile coefficient. It is weakest where a “solidarity with Gaza” caption is asked to rebate a seized crew.
Effect on welfare indicators
This driver, when ships are hit or food and fuel are delayed, is a first-order channel into organised-violence deaths at sea and a second-order channel into food-price and energy-price neighbours.
- Global deaths from organized violence (UCDP): direction higher deaths when attacks and strikes kill crew or people ashore. Horizon: same year. Confidence: medium-high for the occurrence of the 2023–24 campaign; this page does not invent a unique integer.
- People internally displaced by conflict and violence (IDMC): direction higher displacement inside Yemen if strikes and the older war empty districts. Confidence: medium for Yemen as a continuing war theatre; not a Factrail census.
Missing coefficients stay missing. The welfare sign of the campaign on deaths is negative. Treating a missile at a container ship as a harmless message that rebates Gaza is the opposite of 2722.
Interactions and contested points
The mechanism interacts with israel-gaza-war, iran-israel-escalation, and canal-reliability meters when a Houthi statement cites Gaza and a ship burns. Reinforcement is obvious. 2722 is a Council text. Diversion is commercial.
The strongest competing view is that this is the same story as Gaza or as Iran–Israel. It is not. Those are different nodes. Houthi fire on shipping is this node.
A second competing view is that this is territorial-revisionism (1918–45). It is not.
Established: post-October 2023 Houthi maritime attacks; S/RES/2722 (10 January 2024); US–UK strikes from 12 January 2024; carrier rerouting. Not established: a unique ship-count as a Factrail coefficient, or that the campaign restored Gaza access. A later dated Red Sea ceasefire would be a new fact. It would not hang this driver on 1918–45.
