Context
Mohamed bin Zayed was the UAE security principal. Tamim’s Qatar was the target. He did not write a UN membership change. The blockade lasted until Al-Ula. Sharing with Riyadh is not a reason to drop the UAE decision.
Al-Ula in January 2021 is the neighbouring ending. The December 2022 Doha visit is later thaw.
The president of the United Arab Emirates is elected by the Federal Supreme Council of the seven emirates and is, in this case, also Ruler of Abu Dhabi and supreme commander of the armed forces. He does not write UNFCCC consensus texts by himself, IAEA operating licences, Israeli Knesset statutes, or UN panel reports.
Why it matters

What the sources establish
Emirates News Agency carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 5 June 2017 UAE decision to cut ties and transport with Qatar, independently reported.
Not established: that Qatar’s Al Jazeera was thereby silenced, or a unique later Qatari GDP coefficient from that morning.
Tamim’s government was the target. Bahrain, Egypt and Saudi Arabia joined.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The UAE joins a blockade of Qatar, not a later speech about The UAE joins a blockade of Qatar.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He was Abu Dhabi’s security principal in a four-state decision. Tamim’s government was the target. Bahrain, Egypt and Saudi Arabia joined. That limit is the alternative to treating office-holding as authorship of every later series.
